SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/4-204.1 new

    Amends the Public Utilities Act. Creates the utility energy efficiency program. Provides that each public utility shall implement a program to be called the utility energy efficiency program, that shall: (1) allow a residential electric utility customer to receive home inspections and air conditioning cycling programs with no up-front payments; and by paying reasonable costs associated with the energy efficiency program; and (2) provide information on each billing statement about the program, including contact information for enrolling in the program, and the utility must post information about the energy efficiency program on its website. Requires public utility to submit to the Illinois Commerce Commission its plan for the energy conservation program by January 1, 2008. Provides that beginning July 1, 2009, each public utility shall submit an annual report to the Commission detailing (1) the number of customers enrolled in the program; (2) the amount estimated to be conserved by the program; and (3) estimated costs saved by residential customers. Provides that the Commission shall compile the information by the utilities, assess the progress of the program, and report its findings to the General Assembly. Provides that the Commission shall adopt all rules necessary for administration of this pilot project. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 4-204.1 as follows:
 
6     (220 ILCS 5/4-204.1 new)
7     Sec. 4-204.1. Utility energy efficiency program.
8     (a) Public utilities shall implement a program to be called
9 the utility energy efficiency program, that shall:
10         (1) allow a residential electric utility customer to
11     receive home inspections and air conditioning cycling
12     programs:
13             (A) with no up-front payments; and
14             (B) by paying reasonable costs associated with the
15         energy efficiency program; and
16         (2) provide information on each billing statement
17     about the program, including contact information for
18     enrolling in the program, and the utility must post
19     information about the energy efficiency program on its
20     website.
21     (b) A public utility shall submit to the Commission its
22 plan for the energy conservation program by January 1, 2008.
