| AMENDMENT NO. ______. Amend House Bill 1545, on page 1, |

| line 5, after "7.5", by inserting "and by adding Section 7.6"; |

| and |

| on page 10, immediately below line 4, by inserting the |

| following:

| "(230 ILCS 10/7.6 new)

| Sec. 7.6. Application for owners licenses. To be eligible |
9 |
| for a owners license, an applicant shall submit an application |
10 |
| that includes the following: |
11 |
| (1) The history and success of the applicant or its |
12 |
| affiliate in developing tourism facilities ancillary to |
13 |
| gaming, if applicable. |
14 |
| (2) The degree to which the applicant's proposal will |
15 |
| likely lead to the creation of quality, living wage jobs |
16 |
| and full-time permanent jobs for the residents of the State |

| of Illinois and residents of the host political |
2 |
| subdivision. The projected number of new jobs created if |
3 |
| the license is granted, including the projected number of |
4 |
| new employees at the licensed facility. |

| (3) The record of the applicant and its developer in |
6 |
| meeting commitments to local agencies, community-based |
7 |
| organizations, and employees in other locations. |
8 |
| (4) The degree to which potential adverse effects |
9 |
| related to the proposed facility, including costs of |
10 |
| meeting the increased demand for public health care, child |
11 |
| care, public transportation, affordable housing, and |
12 |
| social services shall be mitigated. |
13 |
| (5) The record of the applicant and its developer |
14 |
| regarding compliance with: |
15 |
| (A) Federal, State, and local discrimination, wage |
16 |
| and hour, disability, and occupational and |
17 |
| environmental health and safety laws. |
18 |
| (B) State and local labor relations and employment |
19 |
| laws. |
20 |
| (6) The applicant's record in dealing with its |
21 |
| employees and their representatives at other locations. ".
