1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Downstate Forest Preserve District Act is
5 amended by adding Section 6f as follows:
 
6     (70 ILCS 805/6f new)
7     Sec. 6f. A forest preserve district that acquires a parcel
8 of land in excess of 600 acres that includes one or more
9 vacant, subdivided residential outlots on the boundary of the
10 600 acres, regardless of whether the outlots are contiguous to
11 one another, may sell the outlots when the board of
12 commissioners determines that the sale is advantageous to the
13 district. The board shall approve the sale by an affirmative
14 vote of two-thirds of the members of the board then holding
15 office. A sale may not be approved by the board unless all the
16 parcels involved in the sale have been appraised by an MIA
17 appraiser or a State-certified real estate appraiser within one
18 year before the date the sale is to take effect. Any property
19 sold under this Section must be sold for fair market value. The
20 net proceeds of the sale of any parcel of land under this
21 Section shall be set aside and expended only for capital
22 improvements that are required to make the 600 acres accessible
23 and open to the public or the payment of bond indebtedness

2     Section 99. Effective date. This Act takes effect upon
3 becoming law.
