Creates the State Employees Residency Act. Requires that State executive branch officeholders, appointees, and employees, and others working on the State's behalf, in positions that include supervision, management, or direction of or authority over State employees located in the State capital must establish and maintain a primary residence in the State capital or within 60 miles of the State capital within 60 days after election, appointment, employment, or acceptance of the position. Prohibits the use of State funds or State-compensated time for travel by those persons to or from their State capital work site. Requires that the person be present at the State capital work location at least 80% of the work year.

| AN ACT concerning State employees.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the State |
5 |
| Employees Residency Act. |
6 |
| Section 5. Residence in State capital. |
7 |
| (a) Each person elected to, appointed to, acting on behalf |
8 |
| of the State in, or employed full time, part time, temporarily, |
9 |
| or on a contractual basis in a position in the executive branch |
10 |
| of State government must establish and maintain his or her |
11 |
| primary residence and habitation in the State capital or within |
12 |
| 60 miles of the city limits of the State capital if that |
13 |
| position includes supervision, management, or direction of or |
14 |
| decision-making authority over one or more individuals whose |
15 |
| predominant State employment site is in the State capital. The |
16 |
| primary residence must be established within 60 days after the |
17 |
| person is elected or appointed to, begins working on behalf of, |
18 |
| or accepts employment in the relevant position. |

| (b) A person subject to subsection (a) must be present at |
20 |
| that person's State work location in the State capital at least |
21 |
| 80% of each work year. No State funds shall be used to pay or |
22 |
| reimburse a person subject to subsection (a), and no |
23 |
| State-compensated time shall be used by a person subject to |
