AMENDMENT TO HOUSE BILL 2563

2     AMENDMENT NO. ______. Amend House Bill 2563 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Community Youth Employment Act.
 
6     Section 5. Program; eligibility. The Department shall
7 administer a competitive grant program that will provide 2,500
8 youths with stipends and supervision over a 6-week summer work
9 period. The grants shall be awarded only to summer programs, of
10 no more than 30 youths, that:
11         (1) are created and administered by a community-based
12     organization in Chicago;
13         (2) employ youths from low-income communities in
14     Chicago between the ages of 14 and 17; and
15         (3) involve any one of the following:
16             (A) job training;

1             (B) life skills;
2             (C) education counseling; or
3             (D) supervised work on community improvement
4         projects.
 
5     Section 10. Eligible costs. Grant money awarded under this
6 Act shall be used as follows:
7         (1) a stipend of $7.50 per hour for a maximum of 120
8     hours per participating youth, to be paid over a 6-week
9     period;
10         (2) to provide salary for a maximum of 180 hours for
11     one counselor for each summer program; and
12         (3) a 10% overhead, per summer program, to provide for
13     insurance and business necessities.
 
14     Section 15. Community-based organization responsibilities.
15 Any community-based organization receiving a grant under this
16 Act must provide services to the youths receiving stipends
17 under this Act. In providing the following services, the
18 community-based organization must expend, out of the
19 organization's budget, at least 50% of any amount awarded under
20 this Section. The services provided must include:
21         (1) job assessment services;
22         (2) recreation services;
23         (3) job placement services; or
24         (4) government-funded youth programs.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.".
