    Amends the Counties Code and the Illinois Municipal Code. Provides that a municipality or a county may own and operate a wind generation turbine farm, either individually or jointly, that directly or indirectly reduces the energy or other operating costs of the municipality or county. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Counties Code is amended by adding Section
5 42000 as follows:
 
6     (55 ILCS 5/42000 new)
7     Sec. 42000. Wind farms. A county may own and operate a wind
8 generation turbine farm, either individually or jointly, that
9 directly or indirectly reduces the energy or other operating
10 costs of the county. The county may ask for the assistance of
11 any State agency, including without limitation the Department
12 of Commerce and Economic Opportunity or the Environmental
13 Protection Agency, in obtaining financing options for a wind
14 generation turbine farm.
 
15     Section 10. The Illinois Municipal Code is amended by
16 adding Section 11-15.3-1 as follows:
 
17     (65 ILCS 5/11-15.3-1 new)
18     Sec. 11-15.3-1. Wind farms. A municipality may own and
19 operate a wind generation turbine farm, either individually or
20 jointly, that directly or indirectly reduces the energy or

5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
