SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Gambling Expansion Referendum Act. Requires a statewide advisory referendum at the 2008 general election. Sets forth the following question: "Should the General Assembly pass a massive expansion of legalized gambling in Illinois, an expansion that may include creating a new major casino in Chicago and one or more new riverboat casinos, allowing 24-hour gambling at racetracks and online gambling, thereby putting Illinois third in the nation, after Nevada and New Jersey, in the overall size of legalized gambling?". Repeals the Act January 1, 2009. Effective immediately.

1     AN ACT concerning a statewide referendum on gambling
2 expansion.
 
3     Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
 
5     Section 1. Short title. This Act may be cited as the
6 Gambling Expansion Referendum Act.
 
7     Section 5. Referendum. The State Board of Elections shall
8 cause a statewide advisory public question to be submitted to
9 the voters at the general election to be held on November 4,
10 2008. The question shall appear in the following form:
11         "Should the General Assembly pass a massive expansion
12     of legalized gambling in Illinois, an expansion that may
13     include creating a new major casino in Chicago and one or
14     more new riverboat casinos, allowing 24-hour gambling at
15     racetracks and online gambling, thereby putting Illinois
16     third in the nation, after Nevada and New Jersey, in the
17     overall size of legalized gambling?"
18 The votes on the question shall be recorded as "Yes" or "No".
 
19     Section 10. Certification. The State Board of Elections
20 shall immediately certify the question to be submitted to the
21 voters of the entire State under Section 5 to each election
22 authority in Illinois.

1     Section 15. Conflicts. If any provision of this Act
2 conflicts with any other law, this Act controls.
 
3     Section 90. Repeal. This Act is repealed on January 1,
4 2009.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
