SYNOPSIS AS INTRODUCED:
 
20 ILCS 710/4   from Ch. 127, par. 3804

    Amends the Illinois Commission on Volunteerism and Community Service Act. Subject to appropriation, allows the Commission on Volunteerism and Community Service to award an Illinois Service Education Award Grant to recipients of a national service educational award awarded by the Corporation for National Community Service, which grant must be awarded only as a partial matching grant. Provides that an individual who successfully completes a required term of full-time national service in an approved national service position in this State may apply to receive a grant. Sets forth the purposes for which a grant may be used.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Commission on Volunteerism and
5 Community Service Act is amended by changing Section 4 as
6 follows:
 
7     (20 ILCS 710/4)  (from Ch. 127, par. 3804)
8     Sec. 4. Operation.
9     (1) The Governor shall appoint a Director of the Commission
10 on Volunteerism and Community Service who shall serve at the
11 Governor's pleasure and who shall receive such compensation as
12 is determined by the Governor. The Director shall employ such
13 staff as is necessary to carry out the purpose of this Act. The
14 Commission, working in cooperation with State agencies,
15 individuals, local groups, and organizations throughout the
16 State, may undertake programs and activities which further the
17 purposes of this Act including, but not limited to, the
18 following:
19         (a) providing technical assistance to programs which
20     depend upon volunteers;
21         (b) initiating community service programs to meet
22     previously unmet needs in Illinois;
23         (c) promoting and coordinating efforts to expand and

1     improve the statewide community service network;
2         (d) recognizing outstanding community service
3     accomplishments;
4         (e) disseminating information to support community
5     service programs and to broaden community service
6     involvement throughout the State;
7         (f) implementing federally funded grant programs in
8     Illinois such as the National and Community Service Trust
9     Act.
10     (2) The Commission may, subject to appropriation, award an
11 Illinois Service Education Award Grant to recipients of a
12 national service educational award, established under 42
13 U.S.C. Sec. 12602 and awarded by the Corporation for National
14 Community Service, which grant must be awarded only as a
15 partial matching grant.
16     An individual who successfully completes a required term of
17 full-time national service in an approved national service
18 position in this State may apply to receive an Illinois Service
19 Education Award Grant. The Commission shall adopt rules to
20 govern the process for applying for the grant and for
21 determining the amount of the grant and any other rules
22 necessary to implement and administer this subsection (2).
23     An Illinois Service Education Award Grant may be used for
24 any of the following purposes:
25         (a) To repay student loans associated with attending an
26     Illinois institution of higher learning, as defined in the

1     Higher Education Student Assistance Act.
2         (b) To pay all or part of the cost of attendance at an
3     Illinois institution of higher learning, as defined in the
4     Higher Education Student Assistance Act.
5         (c) To pay expenses incurred in participating in an
6     approved Illinois school-to-work program.
7         (d) Any other purpose for which the national service
8     educational award may lawfully be used.
9     (3) The Commission may receive and expend funds, grants and
10 services from any source for purposes reasonable and necessary
11 to carry out a coordinated plan of community service throughout
12 the State.
