HOUSE JOINT RESOLUTION

 
2     WHEREAS, The increased use of technological devices has
3 created a distraction for drivers in the State of Illinois; and
 
4     WHEREAS, The number of traffic accidents resulting from
5 drivers becoming distracted by such technological devices as
6 cell phones, MP3 players, car stereos, navigation systems, and
7 DVD players has increased in the State; and
 
8     WHEREAS, The safety of those using the roadways in Illinois
9 is being compromised by those drivers who use these devices;
10 therefore, be it
 
11     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13 SENATE CONCURRING HEREIN, that there is hereby created the
14 Distracted Drivers Task Force that shall study the problem of
15 distracted driving in Illinois, with particular attention to
16 the impact of recent communications technology on this problem;
17 and be it further
 
18     RESOLVED, That the Task Force shall consist of 10 members,
19 consisting of the Secretary of State or his or her designee,
20 who shall serve as chair; the Secretary of Transportation or
21 his or her designee; the Director of the State Police or his or

1 her designee; the President of the Illinois State Bar
2 Association or his or her designee; the President of the
3 Illinois State's Attorneys Association or his or her designee;
4 the President of the Illinois Association of Chiefs of Police
5 or his or her designee; one member appointed by the Speaker of
6 the House of Representatives, one member appointed by the
7 Minority Leader of the House of Representatives, one member
8 appointed by the President of the Senate, and one member
9 appointed by the Minority Leader of the Senate; and be it
10 further
 
11     RESOLVED, That the members of the Task Force shall serve
12 without compensation but shall reimbursed for actual expenses
13 incurred in the performance of their duties from funds
14 appropriated to the Office of the Secretary of State for that
15 purpose; and be it further
 
16     RESOLVED, That the Task Force shall meet no fewer than 3
17 times and shall present its report and recommendations to the
18 General Assembly no later than July 1, 2007.
