HOUSE RESOLUTION

 
2     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a
4 House Illinois Health Survey Task Force is created for the
5 purpose of studying the feasibility of implementing an Illinois
6 Health Survey (a survey of the health status, access to health
7 services, and other health-related issues of the Illinois
8 population), including, but not limited to: (a) reviewing
9 current Illinois data systems that focus on health, (b)
10 identifying unmet data needs of the House related to health,
11 (c) reviewing cost-effective options for the Illinois Health
12 Survey, (d) considering funding levels and sources, (e)
13 considering surveying methods that would permit county and
14 city-level analysis of health issues, and (f) proposing a pilot
15 project that would allow for the full development of a survey
16 instrument and refining the methodology for performing an
17 Illinois Health Survey; and be it further
 
18     RESOLVED, That the House Illinois Health Survey Task Force
19 shall consist of 4 members of the House of Representatives
20 appointed by the Speaker of the House of Representatives and 4
21 members of the House of Representatives appointed by the
22 Minority Leader of the House of Representatives; the members
23 shall be chosen to ensure geographically diverse
24 representation; the membership shall include at least one

1 Representative serving on each of the following committees: the
2 House Human Services Committee, the House Environmental Health
3 Committee, the House Developmental Disability/Mental Illness
4 Committee, the House Health Care Availability and Access
5 Committee, the House Insurance Committee, the House Veterans
6 Affairs Committee, and the House Appropriations Human Services
7 Committee; the Speaker of the House of Representatives and the
8 Minority Leader of the House of Representatives shall each
9 designate one appointee to serve as co-chair; and be it further
 
10     RESOLVED, That the House Illinois Health Survey Task Force
11 shall hold at least 2 meetings at which public testimony shall
12 be heard; additional meetings may be scheduled and activities
13 may be added as necessary at the discretion of the co-chairs;
14 the House Illinois Health Survey Task Force may use outside
15 experts to help it staff the Task Force and research the
16 issues, and may consult with the directors (or the
17 representatives) of the Department of Public Health,
18 Department of Healthcare and Family Services, Department of
19 Human Services, Department on Aging, Department of Children and
20 Family Services, Illinois Assistive Technology Project, and
21 Illinois Council on Developmental Disabilities; and be it
22 further
 
23     RESOLVED, That the House Illinois Health Survey Task Force
24 shall submit a written report, addressing issues related to its

1 feasibility, to all members of the General Assembly, the
2 Governor's office, and relevant State agencies no later than
3 January 11, 2008.
