HOUSE RESOLUTION

 
2     WHEREAS, Promoting the production and usage of E85 blended
3 fuel protects our environment, reduces our dependence on
4 foreign oil, and promotes our agricultural industry; and
 
5     WHEREAS, One obstacle to expanding the market for E85
6 blended fuel is the cost of installing the necessary
7 underground tanks and pumps at refueling stations; and
 
8     WHEREAS, It is estimated to cost approximately $80,000 to
9 $100,000 to install an E85 tank and pump; and
 
10     WHEREAS, Currently in Illinois, fuel tanks used for the
11 retail sale of motor fuel must be underground; and
 
12     WHEREAS, The states of Iowa and Wisconsin allow for
13 aboveground storage tanks; and
 
14     WHEREAS, Allowing the use of aboveground storage tanks for
15 the sale of E85 blended fuel may reduce the cost of installing
16 E85 tanks and pumps; and
 
17     WHEREAS, Lowering the cost of installation may encourage
18 more gas stations to install E85 tanks and pumps, increasing
19 the availability of E85 blended fuel; therefore, be it

1     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 there is created an Aboveground Storage Tank Task Force under
4 the Office of the State Fire Marshal for the purpose of
5 examining the practicality, feasibility, and impact of
6 allowing aboveground storage tanks for the retail sale of E85
7 blended fuel in Illinois; and be it further
 
8     RESOLVED, That the Aboveground Storage Tank Task Force
9 shall consist of the following members: one member appointed by
10 the Speaker of the House, one member appointed by the Minority
11 Leader of the House; the Illinois State Fire Marshal or his or
12 her designee; the Director of the Illinois Environmental
13 Protection Agency or his or her designee; the Director of the
14 Illinois Emergency Management Agency or his or her designee;
15 one member appointed by an association representing petroleum
16 marketers; one member appointed by an association representing
17 the petroleum industry; one member appointed by an association
18 representing retail merchants; one member appointed by an
19 association representing municipalities; one member appointed
20 by an association representing corn growers; and one member
21 appointed by an association representing farmers; and be it
22 further
 
23     RESOLVED, That the Task Force shall meet initially at the

1 call of the Illinois State Fire Marshal and thereafter as
2 necessary and shall report its findings and recommendations to
3 the House of Representatives by filing copies of its report
4 with the Clerk of the House of Representatives no later than
5 January 1, 2008; and that upon filing its report the Task Force
6 is dissolved; and be it further
 
7     RESOLVED, That a suitable copy of this resolution be
8 delivered to the Illinois State Fire Marshal.
