HOUSE RESOLUTION

 
2     WHEREAS, In June of 2007, Ira Collins, Center Director of
3 Shapiro Developmental Center in Kankakee County, will observe
4 his seventieth birthday and mark over forty-five years of
5 service to developmentally disabled individuals in the states
6 of Illinois and Missouri; and
 
7     WHEREAS, For over thirty-five years, Ira Collins'
8 leadership has been instrumental in creating an environment
9 wherein each and every resident at Shapiro Developmental Center
10 is afforded the fullest opportunity to engage in meaningful
11 educational, vocational, and social activities in order to
12 achieve his or her highest level of self-sufficiency and
13 personal independence; and
 
14     WHEREAS, During his forty-five years of service, Ira
15 Collins has been and continues to be a forceful and unwavering
16 advocate for the developmentally disabled to enjoy the rights
17 and privileges afforded to every citizen, and to insure that
18 necessary levels of federal and State resources are directed to
19 services and programs for the developmentally disabled; and
 
20     WHEREAS, Under Ira Collins' stewardship, Shapiro
21 Developmental Center has been recognized within the State of
22 Illinois and throughout the entire nation as a cost effective

1 yet mission driven facility to such extent that Ira Collins has
2 been asked to provide counsel and advice to similar facilities
3 throughout the State; and
 
4     WHEREAS, Ira Collins has been recognized for his efforts to
5 insure that developmentally disabled adults have the
6 opportunity to reside in the most appropriate, yet least
7 restrictive setting, and has been further recognized for his
8 support for and belief in community-based programming,
9 including the Special Olympics and vocational centered
10 developmental training programs; and
 
11     WHEREAS, The dedication, passion, and professionalism with
12 which Ira Collins has prosecuted his responsibilities at
13 Shapiro Developmental Center have resulted in the facility
14 being recognized as having attained the highest standards of
15 resident service, program quality, and professional
16 responsibility, as evidenced by the level of accreditation and
17 licensure attained from federal and State agencies and from
18 private accrediting bodies; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21 Ira Collins is hereby recognized for his dedicated service to
22 the people of the State of Illinois and for his untiring
23 devotion to insuring that each and every developmentally

1 disabled resident of this State be afforded the fullest
2 opportunity to achieve his or full potential and to
3 participate, to the maximum extent possible, as a member of
4 democratic society; and be it further
 
5     RESOLVED, That a suitable copy of this resolution be
6 presented to Ira Collins as a symbol of our esteem and respect.
