HOUSE RESOLUTION

 
2     WHEREAS, Few issues confronting school district officials,
3 teachers, students, and parents are as significant as school
4 safety; and
 
5     WHEREAS, Every student and teacher has the right to attend
6 a school that is safe and secure, one that is free of fear and
7 conducive to learning; and
 
8     WHEREAS, School safety awareness is essential, as well as
9 strategic planning and communication among State officials,
10 school officials, teachers, the Department of State Police,
11 local law enforcement, and communities; and
 
12     WHEREAS, The State of Illinois lacks a comprehensive school
13 safety protocol that not only prepares schools to respond to a
14 crisis situation, but also instills prevention tools to impede
15 violent incidents from occurring; therefore, be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18 the State Board of Education undertake the development of a
19 comprehensive model protocol for school districts in this State
20 to enhance violence response and prevention; and be it further

1     RESOLVED, That the State Board of Education shall (i) study
2 school safety best practices that create a safe learning
3 environment; (ii) investigate school district building
4 communication protocols when teachers, students, and other
5 school personnel have been threatened directly or indirectly;
6 (iii) review current State laws, rules, and policies for
7 obsolete or inefficient safe school practices and ensure that
8 any school safety laws, rules, regulations, and policies are
9 consistent with local law enforcement recommendations; (iv)
10 review other states' actions on school safety protocols; and
11 (v) propose a comprehensive model of school district safety
12 protocols to the General Assembly and any related statutory
13 recommendations; and be it further
 
14     RESOLVED, That the State Board of Education shall file a
15 report of its findings and recommendations with the General
16 Assembly on or before January 15, 2008.
