AMENDMENT TO HOUSE RESOLUTION 749

2     AMENDMENT NO. ___. Amend House Resolution 749 by replacing
3 everything after the heading with the following:
 
4     "WHEREAS, Few issues confronting school district
5 officials, teachers, students, and parents are as significant
6 as school safety; and
 
7     WHEREAS, Every student and teacher has the right to attend
8 a school that is safe and secure; and
 
9     WHEREAS, School safety awareness is essential, as well as
10 strategic planning and communication among State school
11 officials, teachers, the Department of State Police, local law
12 enforcement, and communities; and
 
13     WHEREAS, In 2005, Public Act 94-600 was enacted to
14 establish minimum requirements and standards for schools to

1 follow when conducting school safety drills and reviewing
2 school emergency and crisis response plans and to encourage
3 schools and first responders to work together for the safety of
4 children; and
 
5     WHEREAS, The General Assembly believes it is appropriate
6 for the State Board of Education to review the policies and
7 protocols that were implemented pursuant to Public Act 94-600
8 and to make any additional changes to those policies and safety
9 protocols that the Board believes would ensure that school
10 personnel and students are safe in school buildings; and
 
11     WHEREAS, School district compliance with school safety
12 policies and protocols is essential to providing a safe
13 learning environment for our students and a safe working
14 environment for our school employees; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 urge the State Board of Education to work with school districts
18 to ensure compliance with school safety policies and protocols,
19 and be it further
 
20     RESOLVED, That the State Board of Education recommend any
21 other changes necessary to enhance the safety of our schools.".
