HOUSE RESOLUTION

 
2     WHEREAS, Valerie F. Davis has been a respected and faithful
3 employee of the Illinois Department of Children and Family
4 Services, performing her duties faithfully in a variety of
5 positions for the past 34 years; and
 
6     WHEREAS, Valerie Davis has served effectively as an
7 Associate Deputy Director of the Department of Children and
8 Family Services for the past 4 years while administering the
9 statewide adoption program, including the Matching for
10 Adoptive Placement Unit; and
 
11     WHEREAS, Valerie Davis has also administered the Local Area
12 Network System, which provided interventive services to
13 children at risk of school truancy, suspension, and expulsion;
14 and
 
15     WHEREAS, Valerie Davis has served as an Associate Deputy
16 Director in the Quality Assurance Bureau in the Administrative
17 Case Review Unit, where she also performed as an Administrative
18 Case Reviewer and as a Supervisor; and
 
19     WHEREAS, Valerie Davis performed well for over 8 years as
20 an Assistant Guardianship Administrator under Richard S.
21 Laymon, designated by the General Assembly to act "in loco

1 parentis" for ward of the State of Illinois; and
 
2     WHEREAS, Valerie Davis was a founder of the IDCFS' African
3 American Advisory Council, serving for many years as its chair
4 while maintaining membership until her retirement; and
 
5     WHEREAS, Valerie Davis was a charter member of the Illinois
6 African American Family Commission and continues to serve on
7 its Research Foundation Board; and
 
8     WHEREAS, Valerie Davis has been a member, volunteer, and
9 Chair of the Board of the Illinois Association of Minorities in
10 Government, an organization that serves to ensure affirmative
11 action in hiring, retention, and training of all minorities for
12 positions in State agencies; and
 
13     WHEREAS, Valerie Davis is a graduate of the University of
14 Illinois in Champaign-Urbana, where she received her
15 bachelor's degree; she continued her education at the
16 University of Illinois at Chicago's Jane Addams Graduate
17 College of Social Work, receiving her M.S.W. in 1973; and
 
18     WHEREAS, Valerie Davis continues to serve as an activist in
19 civic affairs in her church, the St. Mark United Methodist
20 Church, where she serves on the Senior Housing Board;

1     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3 congratulate Valerie F. Davis on the occasion of her retirement
4 and wish her continued success and happiness in the future; and
5 be it further
 
6     RESOLVED, That a suitable copy of this resolution be
7 presented to Valerie F. Davis as a symbol of our esteem and
8 respect.
