HOUSE RESOLUTION

 
2     WHEREAS, The Illinois State Fairgrounds in Springfield
3 encompasses 366 acres with more than 100 permanent buildings;
4 and
 
5     WHEREAS, The Illinois State Fairgrounds is home to the
6 annual Illinois State Fair and also serves as the location of
7 hundreds of educational and entertainment events throughout
8 the year; and
 
9     WHEREAS, Severe deterioration of underground electric
10 cable has caused a massive power outage at the Fairgrounds,
11 resulting in the cancellation of dozens of events; the
12 cancellations will cost the local economy millions of dollars
13 in lost revenues; and
 
14     WHEREAS, The Capital Development Board is in the process of
15 completing a statewide facilities assessment to provide a "big
16 picture" look at State facilities; and
 
17     WHEREAS, The purpose of this assessment is to provide an
18 inventory of State facilities, as well as to examine potential
19 energy savings and assess unoccupied space; and
 
20     WHEREAS, The assessment was begun in January 2007; and

1     WHEREAS, The initial assessment data have been provided to
2 the Capital Development Board by Vanderweil Facilities
3 Advisors; and
 
4     WHEREAS, The information in this assessment should be
5 provided to members of the General Assembly, so that it may be
6 used to help determine future maintenance and capital needs;
7 therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10 the Capital Development Board shall provide an interim report
11 to the General Assembly by July 15, 2008 on the percentage of
12 completion of the statewide facilities assessment; and be it
13 further
 
14     RESOLVED, That this interim report shall specify (i)
15 facilities and assets completed, (ii) facilities remaining to
16 be completed, and (iii) the expected completion date of the
17 assessment and shall summarize payments made to Vanderweil
18 Facility Advisors to date; and be it further
 
19     RESOLVED, That the interim report shall also describe all
20 building deficiencies identified as of the date of the report
21 that require immediate repair or replacement by facility, the

1 cost of repair and replacement, any corrective action that has
2 been or needs to be undertaken, and the date of such corrective
3 action; and be it further
 
4     RESOLVED, That the Capital Development Board shall provide
5 a final report to the General Assembly by October 1, 2008; the
6 final report shall include the data provided to the Capital
7 Development Board by Vanderweil Facility Advisors and the
8 status of all State facilities, including the Illinois State
9 Fairgrounds, as well as any potential maintenance and capital
10 needs broken down by county; and be it further
 
11     RESOLVED, That the final report shall also summarize the
12 following information as of the date of the final report:
13 payments made to Vanderweil Facility Advisors, a description of
14 all building deficiencies identified as needing immediate
15 repair or replacement by facility, the cost of repair or
16 replacement, any corrective action that has been or needs to be
17 undertaken, and the date of such corrective action; and be it
18 further
 
19     RESOLVED, That the requirement for filing the reports with
20 the General Assembly shall be satisfied by filing copies of the
21 reports with the Speaker, the Minority Leader, and the Clerk of
22 the House of Representatives; and be it further

1     RESOLVED, That, if the Capital Development Board does not
2 file the final report with the General Assembly by October 1,
3 2008 as required, the Attorney General shall investigate the
4 withholding of the information by the Capital Development
5 Board; and be it further
 
6     RESOLVED, That this resolution supersedes House Resolution
7 1048 of the 95th General Assembly; and be it further
 
8     RESOLVED, That a suitable copy of this resolution shall be
9 delivered to the Governor, the Attorney General, the Executive
10 Director of the Capital Development Board, and the Director of
11 Agriculture.
