SYNOPSIS AS INTRODUCED:
 		













20 ILCS 605/605-980 new










    Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois.  Provides that the Department shall establish and administer a program to make grants to municipalities whose buildings conform with the United States Green Building Council's Leadership on Energy and Design (LEED) rating system.

    AN ACT concerning State government.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Department of Commerce and Economic 
5
Opportunity Law of the
Civil Administrative Code of Illinois is 
6
amended  by adding Section 605-980 as follows:

    (20 ILCS 605/605-980  new)

    Sec. 605-980. Green cities grant program.  Subject to 
9
appropriation, the Department shall establish and administer a 
10
program to make grants to municipalities whose buildings 
11
conform with the United States Green Building Council's 
12
Leadership on Energy and Design (LEED) rating system.  Grants 
13
may be used for new construction, existing buildings, 
14
commercial interiors, core and shell development, homes, 
15
schools, or neighborhood development.  Grant moneys shall be 
16
used for buildings, at any stage, that qualify as LEED 
17
certified buildings.

    Municipalities receiving grant moneys under this Section 
19
are encouraged to use local small businesses within the 
20
municipality whenever possible.
