New Act

    Creates the Office of Healthy Lifestyles within the Department of Public Health. Sets out the goals and duties of the Office of Healthy Lifestyles. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Office
5 of Healthy Lifestyles Act.
 
6     Section 5. Office of Healthy Lifestyles. There is hereby
7 created the Office of Healthy Lifestyles within the Department
8 of Public Health. The Office of Healthy Lifestyles shall:
9         (1) Create a Healthy Lifestyle Coalition to assure
10     consistency of the public health and private sector
11     approach to dealing with programs that address the problems
12     that affect overweight and obese individuals, to provide a
13     forum for discussing the issues that affect healthy
14     lifestyles, and to identify the best practices that can be
15     replicated.
16         (2) Create a statewide voluntary private sector
17     partnership and recognition program for employers,
18     merchants, restaurants, and other private sector
19     businesses to encourage the development or further
20     advancement of current programs that encourage healthy
21     lifestyles.
22         (3) Solicit, accept, and expend grants, gifts,
23     bequests, donations, and other funds from any source for

1     programs that will enable the State to accomplish the goals
2     of this program.
3         (4) Establish as a goal to increase the prevalence of
4     healthy weight among all people in the State, because
5     obesity leads to diabetes, heart disease, stroke, and
6     kidney failure. These diseases often arise in older age as
7     a result of unhealthy lifestyles that began during a
8     person's youth and place an undue financial burden on
9     individuals, the healthcare industry, and State healthcare
10     programs.
11         (5) Consider the resources of the local health
12     departments and recommend ongoing relationships, as
13     appropriate, between local health departments, family
14     resource networks, faith-based organizations, cooperative
15     extension services, farm bureaus, and other healthcare
16     providers.
17         (6) Encourage the development of incentives for
18     participation in employee wellness programs. Incentives
19     may be based upon, but should not be limited to, the
20     employee's completion of health questionnaires or
21     participating in healthy lifestyles initiatives and may
22     use experiences of successful initiatives that have
23     occurred in this State. The action plan should include
24     among its targets State government employees in this
25     incentive program.
26         (7) Build upon existing initiatives that focus on any

1     of the Office's goals, soliciting input from these
2     initiatives, and eliminating duplication of efforts.
 
3     Section 99. Effective date. This Act takes effect upon
4 becoming law.
