To the Honorable Members of the

Illinois Senate

95th General Assembly

 

Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return

Senate Bill 1400, entitled “AN ACT concerning revenue.”.  In the spirit of providing greater transparency as to the source and use of property tax revenues, I offer the following specific recommendations for change:

 

On page 73, after line 10, by inserting “35 ILCS 200/20‑16.  Sec. 20‑16.  Notwithstanding any other law to the contrary, all property tax bills issued in accordance with this article shall separately set forth the value, rate, or other disclosures as deemed appropriate by the county or appropriate taxing authority with respect to tax increment finance districts for the most recent year’s property taxes allocated to a tax increment finance district.  This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.”.

 

With these changes, Senate Bill 1400 will have my approval. I respectfully request your concurrence.
