SENATE RESOLUTION

 
2     WHEREAS, Untreated mental health problems in children have
3 serious fiscal consequences for the State because they affect
4 children's ability to learn and increase their propensity for
5 violence, alcohol and substance abuse, and other delinquent
6 behaviors that are extremely costly to treat; and
 
7     WHEREAS, One in 10 children in Illinois suffers from a
8 mental illness severe enough to cause some level of impairment;
9 yet, in any given year only about 20% of these children receive
10 mental health services; and
 
11     WHEREAS, Many mental health problems are largely
12 preventable or can be minimized with prevention and early
13 intervention services that have been shown to be effective and
14 that reduce the need for more costly interventions; and
 
15     WHEREAS, Children's social development and emotional
16 development are essential underpinnings to school readiness
17 and academic success; and
 
18     WHEREAS, A comprehensive, coordinated children's mental
19 health system can help maximize resources and minimize
20 duplication of services; therefore, be it

1     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge that the
3 following be included in amounts appropriated for State
4 services in Fiscal Year 2008:
5         (1) A continued appropriation of the current
6     $5,000,000 under the Children's Mental Health Partnership
7     line items (that is, $3,000,000 in the Illinois State Board
8     of Education budget and $2,000,000 in the Illinois
9     Department of Human Services budget);
10         (2) An additional $15,000,000 in appropriations under
11     Children's Mental Health Partnership line items allocated
12     as described in paragraph (3); and
13         (3) Allocation of $20,000,000 for the Illinois
14     Children's Mental Health Partnership as follows:
15             (A) Allocation of $10,000,000 under the Children's
16         Mental Health Partnership line item in appropriations
17         to the Department of Human Services for: the Children's
18         Mental Health Consultation Project; Birth to Five
19         Treatment Services; Screening, Assessment, and Support
20         Services (SASS) aftercare services; Early Intervention
21         Services; the Family Leadership and Support Network;
22         and the Children's Mental Health Public Awareness
23         Campaign;
24             (B) Allocation of $6,000,000 under the Children's
25         Mental Health Partnership line item in appropriations
26         to the Illinois State Board of Education for: Social

1         and Emotional Learning Standards Professional
2         Development and Implementation; expansion of Positive
3         Behavior Intervention and Supports (PBIS); and
4         increased School based Mental Health Support Services;
5             (C) Allocation of $3,500,000 under the Children's
6         Mental Health Partnership line item in appropriations
7         to the Department of Children and Family Services for:
8         Transitional Services; and Trauma Services; and
9             (D) Allocation of $500,000 under the Children's
10         Mental Health Partnership line item in appropriations
11         to the Illinois Violence Prevention Authority for the
12         Children's Mental Health Policy and Research Center;
13         and be it further
 
14     RESOLVED, That copies of this resolution be delivered to
15 each of the following: the Governor; the State Superintendent
16 of Education; the Secretary of Human Services; the Director of
17 Children and Family Services; and the Attorney General.
