SYNOPSIS AS INTRODUCED:

 

Appropriates $162,150,000 from the General Revenue Fund to the Department of Human Services for certain purposes, including: the Adult and Children's Home-Based Support Services Program and CILAs; individuals on the PUNS database; community services infrastructure; a $1.00 per hour wage increase for direct care staff serving individuals with developmental disabilities; Mobile Crisis and Assessment Teams for Individuals with Developmental  Disabilities; nursing  services in CILAs; a rate adjustment for behavioral health crisis and intervention services in CILAs; and Quality Management Training and Implementation.  Effective July 1, 2009.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

    Section 5.  The sum of $162,150,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for the following:

 

    (1) For enrolling 1,000 new individuals in the Adult and Children's Home-Based Support Services Program and in Community Integrated

Living Arrangements, ............................$24,000,000.

 

    (2) For individual service coordination to each individual on the PUNS database,.................$15,000,000.

 

    (3) For investment in community services infrastructure, including the down-sizing of Community Integrated Living Arrangements, transitioning private Intermediate Care Facilities for Persons with Developmental Disabilities to waiver services, changing developmental training services to employment and increasing service reimbursement

rates, ..........................................$48,000,000.

 

    (4) For a $1.00 per hour wage increase for direct care staff serving individuals

with developmental disabilities, ................$58,200,000.

 

    (5) For Mobile Crisis and Assessment Teams for Individuals with Developmental  Disabilities, ....$6,000,000.

 

    (6) For Nursing  Services in Community Integrated Living

Arrangements, ....................................$6,000,000.

 

    (7) For a Rate Adjustment for Behavioral Health Crisis and Intervention Services in

Community Integrated Living Arrangements, ........$4,200,000.

 

    (8) For Quality Management Training and

Implementation, ....................................$750,000.

 

Section 99. Effective date. This Act takes effect July 1, 2009.
