SYNOPSIS AS INTRODUCED:

 

Makes appropriations for the ordinary and contingent expenses of the Office of the State Appellate Defender.  Effective July 1, 2010.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

     Section 5.  The following named amounts, or so much of those amounts as may be necessary, respectively, for the objects and purposes named, are appropriated from the General Revenue Fund to meet the ordinary and contingent expenses of the Office of the State Appellate Defender:

  For Personal Services........................ $15,647,079

  For State Contribution to State

    Employees’ Retirement System................. 4,733,711

  For State Contributions to

    Social Security.............................. 1,197,002

  For Contractual Services....................... 2,217,394

  For Travel ...................................... 111,800

  For Commodities................................. ..45,930

  For Printing.................................... ..46,400

  For Equipment..................................... 54,400

  For EDP........................................ . 849,726

  For Telecommunications........................... 167,817

  For Law Student Program........................... 89,361

    Section 10.  The following named amounts, or so much of those amounts as may be necessary, respectively, are appropriated from the General Revenue Fund to the Office of the State Appellate Defender for the ordinary and contingent expenses of the Capital Post-Conviction Unit:

  For Personal Services........................... $199,976

  For State Contribution to State Employees’

    Retirement System............................... 60,499

  For State Contributions to Social Security........ 15,298

  For Contractual Services.......................... 54,023

  For Travel......................................... 7,500

  For Commodities...................................... 900

    Section 15.  The following named amounts, or so much of those amounts as may be necessary, respectively, for the objects and purposes named, are appropriated  to the Office of the State Appellate Defender for expenses related to federally assisted programs to work on systemic sentencing issues appeals cases to which the agency is appointed:

  Payable from State Appellate Defender

    Federal Trust Fund............................ $210,000

  Matching Funds payable from General Revenue Fund.. 65,000

 

    Section 20.  The sum of $4,434,385, or so much thereof as

may be necessary, is appropriated from the Capital Litigation Trust Fund to the Office of the State Appellate Defender, to be divided for expenses incurred in providing assistance to trial attorneys ($3,230,213) and for expenses incurred in providing assistance in Capital Post-Conviction Cases ($1,204,172).

 

  Section 25.  The sum of $315,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the State Appellate Defender for the ordinary and contingent expenses of the Expungement Program.

 

  Section 30.  The sum of $50,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the State Appellate Defender to provide statewide training to Public Defenders under the Public Defender Training Program.

 

  Section 35.  The sum of $350,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the State Appellate Defender to develop a Juvenile Defender Resource Center.

 

Section 99. Effective date. This Act takes effect July 1, 2010.
