SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.37 new

    Amends the Illinois Public Aid Code. Provides that, subject to funding availability, the Department of Healthcare and Family Services shall administer a local health department clinic grant program to make grants to local health departments for development of comprehensive dental clinics for dental care services to increase dental access for medical assistance clients who have no dental arrangements with a dental provider in a project's service area. Provides that Medically Underserved Areas (MUAs) and Health Professional Shortage Areas (HPSAs) shall receive special priority for grants under this program. Provides that local health departments and Federally Qualified Health Centers (FQHCs) are eligible for grants. Sets forth limitations on the use of grant moneys. Effective immediately.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.37 as follows:
 
6     (305 ILCS 5/12-4.37 new)
7     Sec. 12-4.37. Local health department dental clinic grant
8 program.
9     (a) Grant program. Subject to funding availability, the
10 Department of Healthcare and Family Services shall administer a
11 local health department clinic grant program. The purpose of
12 this grant program shall be to make grants to local health
13 departments for development of comprehensive dental clinics
14 for dental care services. The primary purpose of these new
15 dental clinics will be to increase dental access for medical
16 assistance clients who have no dental arrangements with a
17 dental provider in a project's service area. The dental clinic
18 must be willing to accept out-of-area clients who need dental
19 services, including emergency services for adults and Early and
20 Periodic Screening, Diagnosis and Treatment (EPSDT)-referral
21 children. Medically Underserved Areas (MUAs) and Health
22 Professional Shortage Areas (HPSAs) shall receive special
23 priority for grants under this program.

1     (b) Eligible applicants. The following entities are
2 eligible to apply for grants:
3         (1) Local health departments.
4         (2) Federally Qualified Health Centers (FQHCs).
5     (c) Use of grant moneys. Grant moneys must be used to
6 support projects that develop dental services to meet the
7 dental health care needs of Department of Healthcare and Family
8 Services Dental Program clients. Grant moneys must be used for
9 operating expenses, including, but not limited to: insurance;
10 dental supplies and equipment; dental support services; and
11 renovation expenses. Grant moneys may not be used to offset
12 existing indebtedness, supplant existing funds, purchase real
13 property, or pay for personnel service salaries for dental
14 employees.
15     (d) Application process. The Department of Healthcare and
16 Family Service may utilize the grant application process in
17 effect on the effective date of this amendatory Act of the 96th
18 General Assembly for grants to develop local health department
19 dental clinics, administered by the Bureau of Maternal and
20 Child Health Promotion.
 
21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
