    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Provides that a university or community college may not prohibit any faculty or staff member from (i) displaying political buttons, stickers, or patches while on university or community college property, provided that such display by any member of the faculty in an instructional setting is for a purpose relevant to the subject of instruction; (ii) attending a partisan political rally, provided that the employee is not on duty; or (iii) displaying a partisan bumper sticker on his or her motor vehicle. Effective immediately.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 adding Section 45 as follows:
 
6     (110 ILCS 305/45 new)
7     Sec. 45. Faculty and staff political displays. The
8 University may not prohibit any faculty or staff member from
9 (i) displaying political buttons, stickers, or patches while on
10 University property, provided that such display by any member
11 of the faculty in an instructional setting is for a purpose
12 relevant to the subject of instruction; (ii) attending a
13 partisan political rally, provided that the employee is not on
14 duty; or (iii) displaying a partisan bumper sticker on his or
15 her motor vehicle.
 
16     Section 10. The Southern Illinois University Management
17 Act is amended by adding Section 30 as follows:

2 adding Section 3-29.4 as follows:
 
3     (110 ILCS 805/3-29.4 new)
4     Sec. 3-29.4. Faculty and staff political displays. A
5 community college may not prohibit any faculty or staff member
6 from (i) displaying political buttons, stickers, or patches
7 while on community college property, provided that such display
8 by any member of the faculty in an instructional setting is for
9 a purpose relevant to the subject of instruction; (ii)
10 attending a partisan political rally, provided that the
11 employee is not on duty; or (iii) displaying a partisan bumper
12 sticker on his or her motor vehicle.
 
13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
