1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 27-22.3 and adding Section 27-22.4 as follows:
 
6     (105 ILCS 5/27-22.3)  (from Ch. 122, par. 27-22.3)
7     Sec. 27-22.3. Volunteer service credit program.
8     (a) A school district may establish a volunteer service
9 credit program that enables secondary school students to earn
10 credit towards graduation through performance of community
11 service. This community service may include participation in
12 the organization of a high school or community blood drive or
13 other blood donor recruitment campaign. Any program so
14 established shall begin with students entering grade 9 in the
15 1993-1994 school year or later. The amount of credit given for
16 program participation shall not exceed that given for
17 completion of one semester of language arts, math, science or
18 social studies.
19     (b) Any community service performed as part of a course for
20 which credit is given towards graduation or community service
21 performed under Section 27-22.4 of this Code shall not qualify
22 under a volunteer service credit program. Any service for which
23 a student is paid shall not qualify under a volunteer service

1 credit program. Any community work assigned as a disciplinary
2 measure shall not qualify under a volunteer service credit
3 program.
4     (c) School districts that establish volunteer service
5 credit programs shall establish any necessary rules,
6 regulations and procedures.

9     Sec. 27-22.4. Community service requirement; pilot
10 program. In J. Sterling Morton High School District 201, as a
11 prerequisite to receiving a high school diploma, each pupil
12 entering the 9th grade in the 2010-2011 school year or
13 2011-2012 school year must complete at least 40 hours of
14 community service. This requirement does not apply to children
15 with disabilities, as defined under Article 14 of this Code, or
16 pupils involved in extra-curricular activities, the number of
17 activities to be determined by the school board. The school
18 board shall establish any rules and procedures necessary to
19 implement this requirement. Community service under this
20 Section shall require no staff monitoring.
