SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.7e new

    Amends the Illinois Public Aid Code. Creates the Cross-Agency Medicaid Recoupment Commission, composed of representatives from the departments of Healthcare and Family Services, Human Services, and Children and Family Services and the State Board of Education and representatives of vendors of goods or services to individuals or families who are (i) eligible for medical assistance under the Code or (ii) eligible for other benefits under any other program administered by those agencies. Provides that the Commission shall study ways for the 4 agencies to coordinate their activities and programs to maximize the amount of federal Medicaid matching funds paid to the State for goods and services provided to individuals and families under programs administered by those 4 agencies. Requires the Commission to report its findings and recommendations to the General Assembly by January 1, 2010. Effective immediately.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.7e as follows:
 
6     (305 ILCS 5/12-4.7e new)
7     Sec. 12-4.7e. Cross-Agency Medicaid Recoupment Commission.
8     (a) The Cross-Agency Medicaid Recoupment Commission is
9 created within the Department of Healthcare and Family
10 Services. The Commission shall consist of the following 8
11 members:
12         (1) The Director of Healthcare and Family Services or
13     his or her designee; and a representative of vendors of
14     goods or services to individuals or families who are
15     eligible for medical assistance under Article V of this
16     Code or for benefits under any other program administered
17     by the Department of Healthcare and Family Services for
18     which federal Medicaid matching funds may be available.
19         (2) The Secretary of Human Services or his or her
20     designee; and a representative of vendors of goods or
21     services to individuals or families who are eligible for
22     benefits under any program administered by the Department
23     of Human Services for which federal Medicaid matching funds

1     may be available.
2         (3) The Director of Children and Family Services or his
3     or her designee; and a representative of vendors of goods
4     or services to individuals or families who are eligible for
5     benefits under any program administered by the Department
6     of Children and Family Services for which federal Medicaid
7     matching funds may be available.
8         (4) The State Superintendent of Education or his or her
9     designee; and a representative of vendors of goods or
10     services to individuals or families who are eligible for
11     benefits under any program administered by the Illinois
12     State Board of Education for which federal Medicaid
13     matching funds may be available.
14     (b) The Commission shall study ways for the departments of
15 Healthcare and Family Services, Human Services, and Children
16 and Family Services and the State Board of Education to

19 and services provided to individuals and families under

23     Section 99. Effective date. This Act takes effect upon
24 becoming law.
