    AMENDMENT NO. ______. Amend House Bill 3654 on page 1,

immediately below line 3, by inserting the following:

    "Section 3. The Public Utilities Act is amended  by adding 
5
Section 4-605 as follows:

    (220 ILCS 5/4-605  new)
7
    Sec. 4-605. Installation of fiber-optic network conduit. 
8
In order to ensure affordable high-speed information and 
9
communication networks are available throughout Illinois, 
10
where it does not already exist, the Commission, along with the 
11
Illinois Department of Transportation and the Department of 
12
Central Management Services, shall collaborate to install 
13
fiber-optic network conduit in every new State-funded 
14
construction project that opens, bores, or trenches alongside 
15
roadways, railways, and bridges. This Section does not preclude 
16
the State from purchasing or installing fiber-optic circuits
