2 | AMENDMENT NO. ______. Amend House Bill 3817 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Phosphorous in Water Task Force Creation Act. | ||||||
6 | Section 5. Findings and intent. The General Assembly finds | ||||||
7 | that most Illinois soils hold a sufficient amount of available | ||||||
8 | phosphorus to support healthy turf growth. The General Assembly | ||||||
9 | also finds that excessive phosphorus pollutes aquatic | ||||||
10 | environments and contributes to the demise of aquatic species. | ||||||
11 | Therefore, the intent of this Act is to establish the | ||||||
12 | Phosphorous in Water Task Force. | ||||||
13 | Section 10. Phosphorus in Water Task Force. | ||||||
14 | (a) The Phosphorous in Water Task Force is created. The | ||||||
15 | Task Force shall be chaired by the Chairman of the Illinois |

1 | Green Government Coordinating Council and shall hold 4 | ||||||
2 | quarterly meetings each calendar year. The Task Force shall be | ||||||
3 | composed of the Chairman and 12 other members, appointed as | ||||||
4 | follows: | ||||||
5 | (1) Five members appointed by the Governor of the State | ||||||
6 | of Illinois, 2 of which shall represent statewide | ||||||
7 | environmental organizations and 2 of which shall represent | ||||||
8 | the fertilizer and turf industry. | ||||||
9 | (2) One member appointed by the President of the | ||||||
10 | Illinois Senate. | ||||||
11 | (3) One member appointed by the Minority Leader of the | ||||||
12 | Illinois Senate. | ||||||
13 | (4) One member appointed by the Speaker of the Illinois | ||||||
14 | House of Representatives. | ||||||
15 | (5) One member appointed by the Minority Leader of the | ||||||
16 | Illinois House of Representatives. | ||||||
17 | (6) One member appointed by the Illinois Environmental | ||||||
18 | Protection Agency. | ||||||
19 | (7) One member appointed by the University of Illinois | ||||||
20 | Extension Service. | ||||||
21 | (8) One member appointed by the Illinois Municipal | ||||||
22 | League. | ||||||
23 | Other interested stakeholders are invited to participate as | ||||||
24 | non-voting members at meetings of the Task Force. | ||||||
25 | (b) The goals of the Task Force include, but are not | ||||||
26 | limited to, drafting: |

1 | (1) a model phosphorous fertilizer ban for | ||||||
2 | municipalities and other local governments; and | ||||||
3 | (2) a report to the General Assembly that recommends | ||||||
4 | ways to reduce excess phosphorous in residential and urban | ||||||
5 | areas and that describes best policies and practices for | ||||||
6 | phosphorous management in Illinois waterways. | ||||||
7 | (c) The Task Force shall continue to hold quarterly | ||||||
8 | meetings until the Chairman of the Task Force determines that | ||||||
9 | the goals specified in subsection (b) of this Section have been | ||||||
10 | met. | ||||||
11 | (d) The Department of Agriculture shall provide | ||||||
12 | administrative and other support to the Task Force. | ||||||
13 | (e) Members of the Task Force shall not be reimbursed for | ||||||
14 | their travel expenses.

15 | Section 99. Effective date. This Act takes effect upon | ||||||
16 | becoming law.".
