SYNOPSIS AS INTRODUCED:
 
525 ILCS 25/10 new

    Amends the Illinois Lake Management Program Act. Creates the Task Force on the Conservation and Quality of the Great Lakes for the protection of the water quality and supply of the Great Lakes. Sets forth the membership, powers, and duties of the Task Force. Effective immediately.

1     AN ACT concerning conservation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Lake Management Program Act is
5 amended by adding Section 10 as follows:
 
6     (525 ILCS 25/10 new)
7     Sec. 10. Task Force on the Conservation and Quality of the
8 Great Lakes.
9     (a) The Task Force on the Conservation and Quality of the
10 Great Lakes is created for the protection of the water quality
11 of the Great Lakes and to educate members of the General
12 Assembly and the general population on the conditions of the
13 Great Lakes. The Task Force consists of the following members:
14         (1) one member of the Senate appointed by the President
15     of the Senate;
16         (2) one member of the Senate appointed by the Minority
17     Leader of the Senate;
18         (3) one member of the House of Representatives
19     appointed by the Speaker of the House of Representatives;
20         (4) one member of the House of Representatives
21     appointed by the Minority Leader of the House of
22     Representatives;
23         (5) the Lieutenant Governor, ex officio, or his or her

1     designee;
2         (6) the Director of the Environmental Protection
3     Agency, ex officio, or his or her designee;
4         (7) the Director of Natural Resources, ex officio, or
5     his or her designee;
6         (8) the Executive Director of the Illinois
7     International Port District, or his or her designee;
8         (9) the Mayor of the City of Chicago, ex officio, or
9     his or her designee; and
10         (10) one member representing a national alliance that
11     is organized for the purpose of protecting and preserving
12     the Great Lakes.
13 The members shall select a chairperson from among themselves.
14     (b) The Office of the Lieutenant Governor shall provide
15 staff and support and is responsible for the administration of
16 the Task Force. The Task Force shall hold its first meeting
17 within 90 days after the effective date of this amendatory Act
18 of the 96th General Assembly. The Task Force shall meet at
19 least once each calendar quarter. The members shall serve
20 without compensation.
21     (c) The Task Force shall review and discuss various topics
22 related to the supply and quality of water in the Great Lakes,
23 including, but not limited to:
24         (1) the availability of federal funds for projects
25     related to water quality and supply;
26         (2) the extent of water consumption and use from the

1     Great Lakes;
2         (3) the current and projected water levels of the Great
3     Lakes, particularly of Lake Michigan;
4         (4) levels of water pollution and the sources impacting
5     water quality of the Great Lakes;
6         (5) the impact of water quality and supply issues on
7     recreational activities and natural habitats;
8         (6) the impact of invasive species on the Great Lakes
9     ecosystem; and
10         (7) current laws and regulations affecting the Great
11     Lakes, including the Great Lakes Compact.
12 The Task Force may call upon experts to provide additional
13 information and testimony.
14     (d) Each year, the Task Force shall submit a report to the
15 General Assembly outlining its recommendation concerning any
16 legislative actions to protect the water quality and supply of
17 the Great Lakes. The first report must be submitted no later
18 than June 1, 2010.
 
19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
