Amends the School Code. With respect to the School Safety and Educational Improvement Block Grant Program, provides that "school district" includes a Type 40 area vocational center or State-designated facility that is jointly owned and operated by member school districts. Effective July 1, 2009.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The School Code is amended by changing Section |
5 |
| 2-3.51.5 as follows:
|

| (105 ILCS 5/2-3.51.5)
|

| Sec. 2-3.51.5. School Safety and Educational Improvement |

| Block Grant
Program. To improve the level of education and |
9 |
| safety of students from
kindergarten through grade 12 in school |
10 |
| districts and State-recognized, non-public schools. The State |
11 |
| Board of
Education is authorized to fund a School Safety and |
12 |
| Educational Improvement
Block Grant Program. For the purposes |
13 |
| of this Section, "school district" includes a Type 40 area |
14 |
| vocational center or State-designated facility that is jointly |
15 |
| owned and operated by member school districts.

| (1) For school districts, the program shall provide funding |
17 |
| for school safety, textbooks and
software, teacher training and |
18 |
| curriculum development, school improvements, remediation |
19 |
| programs under subsection (a) of Section 2-3.64, school
report |
20 |
| cards under Section 10-17a, and criminal history records checks
|
21 |
| under Sections 10-21.9 and 34-18.5. For State-recognized, |
22 |
| non-public schools, the program shall provide funding for |
23 |
| secular textbooks and software, criminal history records |
