SYNOPSIS AS INTRODUCED:
 
70 ILCS 1505/19.1 new

    Amends the Chicago Park District Act. Provides that the Board of Commissioners of the Chicago Park District may levy supplemental property taxes in respect of the recovered tax increment value of certain redevelopment project areas, subject to certain restrictions. Effective immediately.

1     AN ACT concerning revenue.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Chicago Park District Act is amended by
5 adding Section 19.1 as follows:
 
6     (70 ILCS 1505/19.1 new)
7     Sec. 19.1. Supplemental tax levy. The Board of
8 Commissioners of the Chicago Park District may levy
9 supplemental property taxes in respect of the recovered tax
10 increment value, as defined in the Property Tax Extension
11 Limitation Law, of a redevelopment project area previously
12 established under (i) the Tax Increment Allocation Development
13 Act in the Illinois Municipal Code, (ii) the Industrial Jobs
14 Recovery Law in the Illinois Municipal Code, (iii) the Economic
15 Development Project Area Tax Increment Act of 1995, or (iv) the
16 Economic Development Area Tax Increment Allocation Act.
17 Notwithstanding the provisions of Section 19 of this Act, such
18 supplemental tax levy may be adopted at any time during the
19 year that the designation of such area as a redevelopment
20 project area is terminated; provided that such supplemental
21 levy shall not cause the aggregate amount of taxes levied to
22 exceed the maximum rate which the Board of Commissioners of the
23 Chicago Park District is otherwise authorized by law to levy

1 and further provided that the extension of the taxes levied by
2 such supplemental levy shall be determined in accordance with
3 the requirements of the Property Tax Extension Limitation Law.
4 The Board of Commissioners of the Chicago Park District shall
5 cause the amount raised by any such supplemental levy to be
6 certified to the county clerk in the manner provided by law and
7 all taxes so levied and certified shall be collected and
8 enforced in the same manner and by the same officers as for
9 State and county purposes. These taxes, when collected, shall
10 be paid over to the proper officer who is authorized to receive
11 and receipt for the same.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
