Creates the Illinois Sustainable Highways Act. Requires all State-funded transportation construction projects to set aside 2% of the total funds allocated for that State construction project. Provides that a percentage of this money shall be used to address water pollution concerns for each construction project on a case-by-case basis and the rest of the money shall be used to implement sustainable stormwater management procedures and best management practices. Effective immediately.

| AN ACT concerning State highways.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Illinois Sustainable Highways Act. |
6 |
| Section 5. Findings.
The General Assembly makes the |
7 |
| following findings: |
8 |
| (1) Transportation infrastructure, including roads and |
9 |
| parking lots, that is constructed with impervious surfaces |
10 |
| causes pollution of Illinois waterways. |
11 |
| (2) Stormwater collects a high concentration of |
12 |
| contaminants on impervious surfaces that are then washed into |
13 |
| streams, rivers, lakes, and storm sewers. |
14 |
| (3) Numerous technologies exist that can be incorporated |
15 |
| into transportation infrastructure to control stormwater and |
16 |
| mitigate non-point source water pollution.

| Section 10. Applicability.
|

| (a) All State-funded transportation construction projects |
19 |
| must set aside 2% of the total funds allocated for that State |
20 |
| construction project. A percentage of this money shall be used |
