AMENDMENT TO HOUSE BILL 4672

2     AMENDMENT NO. ______. Amend House Bill 4672 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The School Code is amended by changing Sections
5 10-22.39, 21-14, and 34-18.7 as follows:
 
6     (105 ILCS 5/10-22.39)
7     Sec. 10-22.39. In-service training programs.
8     (a) To conduct in-service training programs for teachers.
9     (b) In addition to other topics at in-service training
10 programs, school guidance counselors, teachers, school social
11 workers, and other school personnel who work with pupils in
12 grades 7 through 12 shall be trained to identify the warning
13 signs of suicidal behavior in adolescents and teens and shall
14 be taught appropriate intervention and referral techniques.
15     (c) School guidance counselors, nurses, teachers and other
16 school personnel who work with pupils may be trained to have a

1 basic knowledge of matters relating to acquired
2 immunodeficiency syndrome (AIDS), including the nature of the
3 disease, its causes and effects, the means of detecting it and
4 preventing its transmission, and the availability of
5 appropriate sources of counseling and referral, and any other
6 information that may be appropriate considering the age and
7 grade level of such pupils. The School Board shall supervise
8 such training. The State Board of Education and the Department
9 of Public Health shall jointly develop standards for such
10 training.
11     (d) In this subsection (d):
12     "Domestic violence" means abuse by a family or household
13 member, as "abuse" and "family or household members" are
14 defined in Section 103 of the Illinois Domestic Violence Act of
15 1986.
16     "Sexual violence" means sexual assault, abuse, or stalking
17 of an adult or minor child proscribed in the Criminal Code of
18 1961 in Sections 12-7.3, 12-7.4, 12-7.5, 12-12, 12-13, 12-14,
19 12-14.1, 12-15, and 12-16, including sexual violence committed
20 by perpetrators who are strangers to the victim and sexual
21 violence committed by perpetrators who are known or related by
22 blood or marriage to the victim.
23     At least once every 2 years, an in-service training program
24 for school personnel who work with pupils, including, but not
25 limited to, school and school district administrators,
26 teachers, school guidance counselors, school social workers,

1 school counselors, school psychologists, and school nurses,
2 must be conducted by persons with expertise in domestic and
3 sexual violence and the needs of expectant and parenting youth
4 and shall include training concerning (i) communicating with
5 and listening to youth victims of domestic or sexual violence
6 and expectant and parenting youth, (ii) connecting youth
7 victims of domestic or sexual violence and expectant and
8 parenting youth to appropriate in-school services and other
9 agencies, programs, and services as needed, and (iii)
10 implementing the school district's policies, procedures, and
11 protocols with regard to such youth, including
12 confidentiality. At a minimum, school personnel must be trained
13 to understand, provide information and referrals, and address
14 issues pertaining to youth who are parents, expectant parents,
15 or victims of domestic or sexual violence.
16     (e) At least every 2 years, an in-service training program
17 for school personnel who work with pupils must be conducted by
18 persons with expertise in anaphylactic reactions and
19 management.
20     (f) (e) At least once every 2 years, a school board shall
21 conduct in-service training on educator ethics,
22 teacher-student conduct, and school employee-student conduct
23 for all personnel.

1     (105 ILCS 5/21-14)  (from Ch. 122, par. 21-14)
2     Sec. 21-14. Registration and renewal of certificates.
3     (a) A limited four-year certificate or a certificate issued
4 after July 1, 1955, shall be renewable at its expiration or
5 within 60 days thereafter by the county superintendent of
6 schools having supervision and control over the school where
7 the teacher is teaching upon certified evidence of meeting the
8 requirements for renewal as required by this Act and prescribed
9 by the State Board of Education in consultation with the State
10 Teacher Certification Board. An elementary supervisory
11 certificate shall not be renewed at the end of the first
12 four-year period covered by the certificate unless the holder
13 thereof has filed certified evidence with the State Teacher
14 Certification Board that he has a master's degree or that he
15 has earned 8 semester hours of credit in the field of
16 educational administration and supervision in a recognized
17 institution of higher learning. The holder shall continue to
18 earn 8 semester hours of credit each four-year period until
19 such time as he has earned a master's degree.
20     All certificates not renewed or registered as herein
21 provided shall lapse after a period of 5 years from the
22 expiration of the last year of registration. Such certificates
23 may be reinstated for a one year period upon payment of all
24 accumulated registration fees. Such reinstated certificates
25 shall only be renewed: (1) by earning 5 semester hours of
26 credit in a recognized institution of higher learning in the

1 field of professional education or in courses related to the
2 holder's contractual teaching duties; or (2) by presenting
3 evidence of holding a valid regular certificate of some other
4 type. Any certificate may be voluntarily surrendered by the
5 certificate holder. A voluntarily surrendered certificate
6 shall be treated as a revoked certificate.
7     (b) When those teaching certificates issued before
8 February 15, 2000 are renewed for the first time after February
9 15, 2000, all such teaching certificates shall be exchanged for
10 Standard Teaching Certificates as provided in subsection (c) of
11 Section 21-2. All Initial and Standard Teaching Certificates,
12 including those issued to persons who previously held teaching
13 certificates issued before February 15, 2000, shall be
14 renewable under the conditions set forth in this subsection
15 (b).
16     Initial Teaching Certificates are valid for 4 years of
17 teaching, as provided in subsection (b) of Section 21-2 of this
18 Code, and are renewable every 4 years until the person
19 completes 4 years of teaching. If the holder of an Initial
20 Certificate has completed 4 years of teaching but has not
21 completed the requirements set forth in paragraph (2) of
22 subsection (c) of Section 21-2 of this Code, then the Initial
23 Certificate may be reinstated for one year, during which the
24 requirements must be met. A holder of an Initial Certificate
25 who has not completed 4 years of teaching may continuously
26 register the certificate for additional 4-year periods without

1 penalty. Initial Certificates that are not registered shall
2 lapse consistent with subsection (a) of this Section and may be
3 reinstated only in accordance with subsection (a). Standard
4 Teaching Certificates are renewable every 5 years as provided
5 in subsection (c) of Section 21-2 and subsection (c) of this
6 Section. For purposes of this Section, "teaching" is defined as
7 employment and performance of services in an Illinois public or
8 State-operated elementary school, secondary school, or
9 cooperative or joint agreement with a governing body or board
10 of control, in a certificated teaching position, or a charter
11 school operating in compliance with the Charter Schools Law.
12     (c) In compliance with subsection (c) of Section 21-2 of
13 this Code, which provides that a Standard Teaching Certificate
14 may be renewed by the State Teacher Certification Board based
15 upon proof of continuing professional development, the State
16 Board of Education and the State Teacher Certification Board
17 shall jointly:
18         (1) establish a procedure for renewing Standard
19     Teaching Certificates, which shall include but not be
20     limited to annual timelines for the renewal process and the
21     components set forth in subsections (d) through (k) of this
22     Section;
23         (2) establish the standards for certificate renewal;
24         (3) approve or disapprove the providers of continuing
25     professional development activities;
26         (4) determine the maximum credit for each category of

1     continuing professional development activities, based upon
2     recommendations submitted by a continuing professional
3     development activity task force, which shall consist of 6
4     staff members from the State Board of Education, appointed
5     by the State Superintendent of Education, and 6 teacher
6     representatives, 3 of whom are selected by the Illinois
7     Education Association and 3 of whom are selected by the
8     Illinois Federation of Teachers;
9         (5) designate the type and amount of documentation
10     required to show that continuing professional development
11     activities have been completed; and
12         (6) provide, on a timely basis to all Illinois
13     teachers, certificate holders, regional superintendents of
14     schools, school districts, and others with an interest in
15     continuing professional development, information about the
16     standards and requirements established pursuant to this
17     subsection (c).
18     (d) Any Standard Teaching Certificate held by an individual
19 employed and performing services in an Illinois public or
20 State-operated elementary school, secondary school, or
21 cooperative or joint agreement with a governing body or board
22 of control in a certificated teaching position or a charter
23 school in compliance with the Charter Schools Law must be
24 maintained Valid and Active through certificate renewal
25 activities specified in the certificate renewal procedure
26 established pursuant to subsection (c) of this Section,

1 provided that a holder of a Valid and Active certificate who is
2 only employed on either a part-time basis or day-to-day basis
3 as a substitute teacher shall pay only the required
4 registration fee to renew his or her certificate and maintain
5 it as Valid and Active. All other Standard Teaching
6 Certificates held may be maintained as Valid and Exempt through
7 the registration process provided for in the certificate
8 renewal procedure established pursuant to subsection (c) of
9 this Section. A Valid and Exempt certificate must be
10 immediately activated, through procedures developed jointly by
11 the State Board of Education and the State Teacher
12 Certification Board, upon the certificate holder becoming
13 employed and performing services in an Illinois public or
14 State-operated elementary school, secondary school, or
15 cooperative or joint agreement with a governing body or board
16 of control in a certificated teaching position or a charter
17 school operating in compliance with the Charter Schools Law. A
18 holder of a Valid and Exempt certificate may activate his or
19 her certificate through procedures provided for in the
20 certificate renewal procedure established pursuant to
21 subsection (c) of this Section.
22     (e)(1) A Standard Teaching Certificate that has been
23 maintained as Valid and Active for the 5 years of the
24 certificate's validity shall be renewed as Valid and Active
25 upon the certificate holder: (i) completing an advanced degree
26 from an approved institution in an education-related field;

1 (ii) completing at least 8 semester hours of coursework as
2 described in subdivision (B) of paragraph (3) of this
3 subsection (e); (iii) (blank); (iv) completing the National
4 Board for Professional Teaching Standards process as described
5 in subdivision (D) of paragraph (3) of this subsection (e); or
6 (v) earning 120 continuing professional development units
7 ("CPDU") as described in subdivision (E) of paragraph (3) of
8 this subsection (e). The maximum continuing professional
9 development units for each continuing professional development
10 activity identified in subdivisions (F) through (J) of
11 paragraph (3) of this subsection (e) shall be jointly
12 determined by the State Board of Education and the State
13 Teacher Certification Board. If, however, the certificate
14 holder has maintained the certificate as Valid and Exempt for a
15 portion of the 5-year period of validity, the number of
16 continuing professional development units needed to renew the
17 certificate as Valid and Active shall be proportionately
18 reduced by the amount of time the certificate was Valid and
19 Exempt. Furthermore, if a certificate holder is employed and
20 performs teaching services on a part-time basis for all or a
21 portion of the certificate's 5-year period of validity, the
22 number of continuing professional development units needed to
23 renew the certificate as Valid and Active shall be reduced by
24 50% for the amount of time the certificate holder has been
25 employed and performed teaching services on a part-time basis.
26 Part-time shall be defined as less than 50% of the school day

1 or school term.
2     Notwithstanding any other requirements to the contrary, if
3 a Standard Teaching Certificate has been maintained as Valid
4 and Active for the 5 years of the certificate's validity and
5 the certificate holder has completed his or her certificate
6 renewal plan before July 1, 2002, the certificate shall be
7 renewed as Valid and Active.
8     (2) Beginning July 1, 2004, in order to satisfy the
9 requirements for continuing professional development provided
10 for in subsection (c) of Section 21-2 of this Code, each Valid
11 and Active Standard Teaching Certificate holder shall complete
12 professional development activities that address the
13 certificate or those certificates that are required of his or
14 her certificated teaching position, if the certificate holder
15 is employed and performing services in an Illinois public or
16 State-operated elementary school, secondary school, or
17 cooperative or joint agreement with a governing body or board
18 of control, or that certificate or those certificates most
19 closely related to his or her teaching position, if the
20 certificate holder is employed in a charter school. Except as
21 otherwise provided in this subsection (e), the certificate
22 holder's activities must address purposes (A), (B), (C), or (D)
23 and must reflect purpose (E) of the following continuing
24 professional development purposes:
25         (A) Advance both the certificate holder's knowledge
26     and skills as a teacher consistent with the Illinois

1     Professional Teaching Standards and the Illinois Content
2     Area Standards in the certificate holder's areas of
3     certification, endorsement, or teaching assignment in
4     order to keep the certificate holder current in those
5     areas.
6         (B) Develop the certificate holder's knowledge and
7     skills in areas determined to be critical for all Illinois
8     teachers, as defined by the State Board of Education, known
9     as "State priorities".
10         (C) Address the knowledge, skills, and goals of the
11     certificate holder's local school improvement plan, if the
12     teacher is employed in an Illinois public or State-operated
13     elementary school, secondary school, or cooperative or
14     joint agreement with a governing body or board of control.
15         (D) Expand the certificate holder's knowledge and
16     skills in an additional teaching field or toward the
17     acquisition of another teaching certificate, endorsement,
18     or relevant education degree.
19         (E) Address the needs of serving students with
20     disabilities, including adapting and modifying the general
21     curriculum related to the Illinois Learning Standards to
22     meet the needs of students with disabilities and serving
23     such students in the least restrictive environment.
24     Teachers who hold certificates endorsed for special
25     education must devote at least 50% of their continuing
26     professional development activities to this purpose.

1     Teachers holding other certificates must devote at least
2     20% of their activities to this purpose.
3     A speech-language pathologist or audiologist who is
4 licensed under the Illinois Speech-Language Pathology and
5 Audiology Practice Act and who has met the continuing education
6 requirements of that Act and the rules promulgated under that
7 Act shall be deemed to have satisfied the continuing
8 professional development requirements established by the State
9 Board of Education and the Teacher Certification Board to renew
10 a Standard Certificate.
11     (3) Continuing professional development activities may
12 include, but are not limited to, the following activities:
13         (A) completion of an advanced degree from an approved
14     institution in an education-related field;
15         (B) at least 8 semester hours of coursework in an
16     approved education-related program, of which at least 2
17     semester hours relate to the continuing professional
18     development purpose set forth in purpose (A) of paragraph
19     (2) of this subsection (e), completion of which means no
20     other continuing professional development activities are
21     required;
22         (C) (blank);
23         (D) completion of the National Board for Professional
24     Teaching Standards ("NBPTS") process for certification or
25     recertification, completion of which means no other
26     continuing professional development activities are

1     required;
2         (E) completion of 120 continuing professional
3     development units that satisfy the continuing professional
4     development purposes set forth in paragraph (2) of this
5     subsection (e) and may include without limitation the
6     activities identified in subdivisions (F) through (J) of
7     this paragraph (3);
8         (F) collaboration and partnership activities related
9     to improving the teacher's knowledge and skills as a
10     teacher, including the following:
11             (i) participating on collaborative planning and
12         professional improvement teams and committees;
13             (ii) peer review and coaching;
14             (iii) mentoring in a formal mentoring program,
15         including service as a consulting teacher
16         participating in a remediation process formulated
17         under Section 24A-5 of this Code;
18             (iv) participating in site-based management or
19         decision making teams, relevant committees, boards, or
20         task forces directly related to school improvement
21         plans;
22             (v) coordinating community resources in schools,
23         if the project is a specific goal of the school
24         improvement plan;
25             (vi) facilitating parent education programs for a
26         school, school district, or regional office of

1         education directly related to student achievement or
2         school improvement plans;
3             (vii) participating in business, school, or
4         community partnerships directly related to student
5         achievement or school improvement plans; or
6             (viii) supervising a student teacher or teacher
7         education candidate in clinical supervision, provided
8         that the supervision may only be counted once during
9         the course of 5 years;
10         (G) college or university coursework related to
11     improving the teacher's knowledge and skills as a teacher
12     as follows:
13             (i) completing undergraduate or graduate credit
14         earned from a regionally accredited institution in
15         coursework relevant to the certificate area being
16         renewed, including coursework that incorporates
17         induction activities and development of a portfolio of
18         both student and teacher work that provides experience
19         in reflective practices, provided the coursework meets
20         Illinois Professional Teaching Standards or Illinois
21         Content Area Standards and supports the essential
22         characteristics of quality professional development;
23         or
24             (ii) teaching college or university courses in
25         areas relevant to the certificate area being renewed,
26         provided that the teaching may only be counted once

1         during the course of 5 years;
2         (H) conferences, workshops, institutes, seminars, and
3     symposiums related to improving the teacher's knowledge
4     and skills as a teacher, subject to disapproval of the
5     activity or event by the State Teacher Certification Board
6     acting jointly with the State Board of Education, including
7     the following:
8             (i) completing non-university credit directly
9         related to student achievement, school improvement
10         plans, or State priorities;
11             (ii) participating in or presenting at workshops,
12         seminars, conferences, institutes, and symposiums;
13             (iii) training as external reviewers for Quality
14         Assurance; or
15             (iv) training as reviewers of university teacher
16         preparation programs; or .
17             (v) participating in or presenting at in-service
18         training programs on suicide prevention.
19     A teacher, however, may not receive credit for conferences,
20     workshops, institutes, seminars, or symposiums that are
21     designed for entertainment, promotional, or commercial
22     purposes or that are solely inspirational or motivational.
23     The State Superintendent of Education and regional
24     superintendents of schools are authorized to review the
25     activities and events provided or to be provided under this
26     subdivision (H) and to investigate complaints regarding

1     those activities and events, and either the State
2     Superintendent of Education or a regional superintendent
3     of schools may recommend that the State Teacher
4     Certification Board and the State Board of Education
5     jointly disapprove those activities and events considered
6     to be inconsistent with this subdivision (H);
7         (I) other educational experiences related to improving
8     the teacher's knowledge and skills as a teacher, including
9     the following:
10             (i) participating in action research and inquiry
11         projects;
12             (ii) observing programs or teaching in schools,
13         related businesses, or industry that is systematic,
14         purposeful, and relevant to certificate renewal;
15             (iii) traveling related to one's teaching
16         assignment, directly related to student achievement or
17         school improvement plans and approved by the regional
18         superintendent of schools or his or her designee at
19         least 30 days prior to the travel experience, provided
20         that the traveling shall not include time spent
21         commuting to destinations where the learning
22         experience will occur;
23             (iv) participating in study groups related to
24         student achievement or school improvement plans;
25             (v) serving on a statewide education-related
26         committee, including but not limited to the State

1         Teacher Certification Board, State Board of Education
2         strategic agenda teams, or the State Advisory Council
3         on Education of Children with Disabilities;
4             (vi) participating in work/learn programs or
5         internships; or
6             (vii) developing a portfolio of student and
7         teacher work;
8         (J) professional leadership experiences related to
9     improving the teacher's knowledge and skills as a teacher,
10     including the following:
11             (i) participating in curriculum development or
12         assessment activities at the school, school district,
13         regional office of education, State, or national
14         level;
15             (ii) participating in team or department
16         leadership in a school or school district;
17             (iii) participating on external or internal school
18         or school district review teams;
19             (iv) publishing educational articles, columns, or
20         books relevant to the certificate area being renewed;
21         or
22             (v) participating in non-strike related
23         professional association or labor organization service
24         or activities related to professional development;
25         (K) receipt of a subsequent Illinois certificate or
26     endorsement pursuant to this Article;

1         (L) completion of requirements for meeting the
2     Illinois criteria for becoming "highly qualified" (for
3     purposes of the No Child Left Behind Act of 2001, Public
4     Law 107-110) in an additional teaching area;
5         (M) successful completion of 4 semester hours of
6     graduate-level coursework on the assessment of one's own
7     performance in relation to the Illinois Teaching
8     Standards, as described in clause (B) of paragraph (2) of
9     subsection (c) of Section 21-2 of this Code; or
10         (N) successful completion of a minimum of 4 semester
11     hours of graduate-level coursework addressing preparation
12     to meet the requirements for certification by the National
13     Board for Professional Teaching Standards, as described in
14     clause (C) of paragraph (2) of subsection (c) of Section
15     21-2 of this Code.
16     (4) A person must complete the requirements of this
17 subsection (e) before the expiration of his or her Standard
18 Teaching Certificate and must submit assurance to the regional
19 superintendent of schools or, if applicable, a local
20 professional development committee authorized by the regional
21 superintendent to submit recommendations to him or her for this
22 purpose. The statement of assurance shall contain a list of the
23 activities completed, the provider offering each activity, the
24 number of credits earned for each activity, and the purposes to
25 which each activity is attributed. The certificate holder shall
26 maintain the evidence of completion of each activity for at

1 least one certificate renewal cycle. The certificate holder
2 shall affirm under penalty of perjury that he or she has
3 completed the activities listed and will maintain the required
4 evidence of completion. The State Board of Education or the
5 regional superintendent of schools for each region shall
6 conduct random audits of assurance statements and supporting
7 documentation.
8     (5) (Blank).

10     (f) Notwithstanding any other provisions of this Code, a
11 school district is authorized to enter into an agreement with
12 the exclusive bargaining representative, if any, to form a
13 local professional development committee (LPDC). The
14 membership and terms of members of the LPDC may be determined
15 by the agreement. Provisions regarding LPDCs contained in a
16 collective bargaining agreement in existence on the effective
17 date of this amendatory Act of the 93rd General Assembly
18 between a school district and the exclusive bargaining
19 representative shall remain in full force and effect for the
20 term of the agreement, unless terminated by mutual agreement.
21 The LPDC shall make recommendations to the regional
22 superintendent of schools on renewal of teaching certificates.
23 The regional superintendent of schools for each region shall
24 perform the following functions:
25         (1) review recommendations for certificate renewal, if
26     any, received from LPDCs;

1         (2) (blank);
2         (3) (blank);
3         (4) (blank);
4         (5) determine whether certificate holders have met the
5     requirements for certificate renewal and notify
6     certificate holders if the decision is not to renew the
7     certificate;
8         (6) provide a certificate holder with the opportunity
9     to appeal a recommendation made by a LPDC, if any, not to
10     renew the certificate to the regional professional
11     development review committee;
12         (7) issue and forward recommendations for renewal or
13     nonrenewal of certificate holders' Standard Teaching
14     Certificates to the State Teacher Certification Board; and
15         (8) (blank).
16     (g)(1) Each regional superintendent of schools shall
17 review and concur or nonconcur with each recommendation for
18 renewal or nonrenewal of a Standard Teaching Certificate he or
19 she receives from a local professional development committee,
20 if any, or, if a certificate holder appeals the recommendation
21 to the regional professional development review committee, the
22 recommendation for renewal or nonrenewal he or she receives
23 from a regional professional development review committee and,
24 within 14 days of receipt of the recommendation, shall provide
25 the State Teacher Certification Board with verification of the
26 following, if applicable:

1         (A) the certificate holder has satisfactorily
2     completed professional development and continuing
3     education activities set forth in paragraph (3) of
4     subsection (e) of this Section;
5         (B) the certificate holder has submitted the statement
6     of assurance required under paragraph (4) of subsection (e)
7     of this Section, and this statement has been attached to
8     the application for renewal;
9         (C) the local professional development committee, if
10     any, has recommended the renewal of the certificate
11     holder's Standard Teaching Certificate and forwarded the
12     recommendation to the regional superintendent of schools;
13         (D) the certificate holder has appealed his or her
14     local professional development committee's recommendation
15     of nonrenewal, if any, to the regional professional
16     development review committee and the result of that appeal;
17         (E) the regional superintendent of schools has
18     concurred or nonconcurred with the local professional
19     development committee's or regional professional
20     development review committee's recommendation, if any, to
21     renew or nonrenew the certificate holder's Standard
22     Teaching Certificate and made a recommendation to that
23     effect; and
24         (F) the established registration fee for the Standard
25     Teaching Certificate has been paid.
26     If the notice required by this subsection (g) includes a

1 recommendation of certificate nonrenewal, then, at the same
2 time the regional superintendent of schools provides the State
3 Teacher Certification Board with the notice, he or she shall
4 also notify the certificate holder in writing, by certified
5 mail, return receipt requested, that this notice has been
6 provided to the State Teacher Certification Board.
7     (2) Each certificate holder shall have the right to appeal
8 his or her local professional development committee's
9 recommendation of nonrenewal, if any, to the regional
10 professional development review committee, within 14 days of
11 receipt of notice that the recommendation has been sent to the
12 regional superintendent of schools. Each regional
13 superintendent of schools shall establish a regional
14 professional development review committee or committees for
15 the purpose of advising the regional superintendent of schools,
16 upon request, and handling certificate holder appeals. This
17 committee shall consist of at least 4 classroom teachers, one
18 non-administrative certificated educational employee, 2
19 administrators, and one at-large member who shall be either (i)
20 a parent, (ii) a member of the business community, (iii) a
21 community member, or (iv) an administrator, with preference
22 given to an individual chosen from among those persons listed
23 in items (i), (ii), and (iii) in order to secure representation
24 of an interest not already represented on the committee. The
25 teacher and non-administrative certificated educational
26 employee members of the review committee shall be selected by

1 their exclusive representative, if any, and the administrators
2 and at-large member shall be selected by the regional
3 superintendent of schools. A regional superintendent of
4 schools may add additional members to the committee, provided
5 that the same proportion of teachers to administrators and
6 at-large members on the committee is maintained. Any additional
7 teacher and non-administrative certificated educational
8 employee members shall be selected by their exclusive
9 representative, if any. Vacancies in positions on a regional
10 professional development review committee shall be filled in
11 the same manner as the original selections. Committee members
12 shall serve staggered 3-year terms. All individuals selected to
13 serve on regional professional development review committees
14 must be known to demonstrate the best practices in teaching or
15 their respective field of practice.
16     (h)(1) The State Teacher Certification Board shall review
17 the regional superintendent of schools' recommendations to
18 renew or nonrenew Standard Teaching Certificates and notify
19 certificate holders in writing whether their certificates have
20 been renewed or nonrenewed within 90 days of receipt of the
21 recommendations, unless a certificate holder has appealed a
22 regional superintendent of schools' recommendation of
23 nonrenewal, as provided in paragraph (2) of this subsection
24 (h). The State Teacher Certification Board shall verify that
25 the certificate holder has met the renewal criteria set forth
26 in paragraph (1) of subsection (g) of this Section.

1     (2) Each certificate holder shall have the right to appeal
2 a regional superintendent of school's recommendation to
3 nonrenew his or her Standard Teaching Certificate to the State
4 Teacher Certification Board, within 14 days of receipt of
5 notice that the decision has been sent to the State Teacher
6 Certification Board, which shall hold an appeal hearing within
7 60 days of receipt of the appeal. When such an appeal is taken,
8 the certificate holder's Standard Teaching Certificate shall
9 continue to be valid until the appeal is finally determined.
10 The State Teacher Certification Board shall review the regional
11 superintendent of school's recommendation, the regional
12 professional development review committee's recommendation, if
13 any, and the local professional development committee's
14 recommendation, if any, and all relevant documentation to
15 verify whether the certificate holder has met the renewal
16 criteria set forth in paragraph (1) of subsection (g) of this
17 Section. The State Teacher Certification Board may request that
18 the certificate holder appear before it. All actions taken by
19 the State Teacher Certification Board shall require a quorum
20 and be by a simple majority of those present and voting. A
21 record of all votes shall be maintained. The State Teacher
22 Certification Board shall notify the certificate holder in
23 writing, within 7 days of completing the review, whether his or
24 her Standard Teaching Certificate has been renewed or
25 nonrenewed, provided that if the State Teacher Certification
26 Board determines to nonrenew a certificate, the written notice

1 provided to the certificate holder shall be by certified mail,
2 return receipt requested. All certificate renewal or
3 nonrenewal decisions of the State Teacher Certification Board
4 are final and subject to administrative review, as set forth in
5 Section 21-24 of this Code.
6     (i) Holders of Master Teaching Certificates shall meet the
7 same requirements and follow the same procedures as holders of
8 Standard Teaching Certificates, except that their renewal
9 cycle shall be as set forth in subsection (d) of Section 21-2
10 of this Code and their renewal requirements shall be subject to
11 paragraph (8) of subsection (c) of Section 21-2 of this Code.
12     A holder of a teaching certificate endorsed as a
13 speech-language pathologist who has been granted the
14 Certificate of Clinical Competence by the American
15 Speech-Language Hearing Association may renew his or her
16 Standard Teaching Certificate pursuant to the 10-year renewal
17 cycle set forth in subsection (d) of Section 21-2 of this Code.
18     (j) Holders of Valid and Exempt Standard and Master
19 Teaching Certificates who are not employed and performing
20 services in an Illinois public or State-operated elementary
21 school, secondary school, or cooperative or joint agreement
22 with a governing body or board of control, in a certificated
23 teaching position, may voluntarily activate their certificates
24 through the regional superintendent of schools of the regional
25 office of education for the geographic area where their
26 teaching is done. These certificate holders shall follow the

1 same renewal criteria and procedures as all other Standard and
2 Master Teaching Certificate holders, except that their
3 continuing professional development activities need not
4 reflect or address the knowledge, skills, and goals of a local
5 school improvement plan.

8     (m) The changes made to this Section by this amendatory Act
9 of the 93rd General Assembly that affect renewal of Standard
10 and Master Certificates shall apply to those persons who hold
11 Standard or Master Certificates on or after the effective date
12 of this amendatory Act of the 93rd General Assembly and shall
13 be given effect upon renewal of those certificates.

16     Sec. 34-18.7. Adolescent and teen suicide detection and
17 intervention. School guidance counselors, teachers, school
18 social workers, and other school personnel who work with pupils
19 in grades 7 through 12 shall be trained to identify the warning
20 signs of suicidal behavior in adolescents and teens and shall
21 be taught various intervention techniques. Such training shall
22 be provided within the framework of existing in-service
23 training programs offered by the Board or as part of the
24 professional development activities required under Section
