    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Personnel Record Review Act is amended  by

changing Section 11 as follows:

    Sec. 11. 
This Act shall not be construed to diminish a 
8
right of access
to records already otherwise provided by law, 
9
except that disclosure of performance evaluations under this 
10
Act is prohibited.
