AMENDMENT TO HOUSE BILL 5193

2     AMENDMENT NO. ______. Amend House Bill 5193 on page 1, line
3 5, by replacing "Section 5.755" with "Sections 5.755 and
4 5.756"; and
 
5 on page 1, by inserting below line 7 the following:
 
6     "(30 ILCS 105/5.756 new)
7     Sec. 5.756. The Ducks Unlimited Fund."; and
 
8 on page 1, line 9, by replacing "Section 3-689" with "Sections
9 3-689 and 3-690"; and
 
10 on page 2, by inserting below line 24 the following:
 
11     "(625 ILCS 5/3-690 new)
12     Sec. 3-690. Ducks Unlimited license plates.
13     (a) The Secretary, upon receipt of all applicable fees and

1 applications made in the form prescribed by the Secretary, may
2 issue special registration plates designated as Ducks
3 Unlimited license plates. The special plates issued under this
4 Section shall be affixed only to passenger vehicles of the
5 first division or motor vehicles of the second division
6 weighing not more than 8,000 pounds. Plates issued under this
7 Section shall expire according to the multi-year procedure
8 established by Section 3-414.1 of this Code.
9     (b) The design and color of the special plates shall be
10 wholly within the discretion of the Secretary. Appropriate
11 documentation, as determined by the Secretary, shall accompany
12 each application. The Secretary may allow the plates to be
13 issued as vanity plates or personalized plates under Section
14 3-405.1 of this Code. The Secretary shall prescribe stickers or
15 decals as provided under Section 3-412 of this Code.
16     (c) An applicant for the special plate shall be charged a
17 $40 fee for original issuance in addition to the appropriate
18 registration fee. Of this fee, $25 shall be deposited into the
19 Ducks Unlimited Fund and $15 shall be deposited into the
20 Secretary of State Special License Plate Fund, to be used by
21 the Secretary to help defray the administrative processing
22 costs.
23     For each registration renewal period, a $27 fee, in
24 addition to the appropriate registration fee, shall be charged.
25 Of this fee, $25 shall be deposited into the Ducks Unlimited
26 Fund and $2 shall be deposited into the Secretary of State

1 Special License Plate Fund.
2     (d) The Ducks Unlimited Fund is created as a special fund
3 in the State treasury. All moneys in the Ducks Unlimited Fund
4 shall be paid, subject to appropriation by the General Assembly
5 and approval by the Secretary, as grants to fund wetland
6 protection, enhancement, and restoration projects in the State
7 of Illinois, to fund education and outreach for media,
8 volunteers, members, and the general public regarding
9 waterfowl and wetlands conservation in the State of Illinois,
10 and to cover the reasonable cost for Ducks Unlimited special
11 plate advertising and administration of the wetland
12 conservation projects and education program.".
