3 | WHEREAS, President Obama has announced plans to develop | ||||||
4 | national automobile emissions and fuel efficiency standards; | ||||||
5 | and
| ||||||
6 | WHEREAS, President Obama's plan would increase national | ||||||
7 | Corporate Average Fuel Efficiency (CAFE) standards to an | ||||||
8 | industry average of 35.5 miles per gallon in 2016 and reduce | ||||||
9 | greenhouse gas emissions from autos by approximately 30% over | ||||||
10 | the same time period; and
| ||||||
11 | WHEREAS, The transportation sector contributes 30% of | ||||||
12 | global warming pollution in the Midwest and significant | ||||||
13 | emissions of carbon monoxide, nitrogen oxides, volatile | ||||||
14 | organic compounds, and other harmful and toxic air pollutants; | ||||||
15 | and
| ||||||
16 | WHEREAS, Auto emissions cause or contribute to respiratory | ||||||
17 | and other ailments, particularly in children, and the residents | ||||||
18 | of Chicago suffer some of the most severe asthma problems in | ||||||
19 | the U.S., with hospitalization rates double the national | ||||||
20 | average; and
| ||||||
21 | WHEREAS, The proposed new standards will save the typical |
| |||||||
| |||||||
1 | driver approximately $2800 over the life of the vehicle through | ||||||
2 | reduced fuel consumption; and
| ||||||
3 | WHEREAS, Nationally, the new standards will save 1.8 | ||||||
4 | billion barrels of oil over the lifetime of the vehicles sold | ||||||
5 | in the next 5 years, which is more than we imported in 2008 | ||||||
6 | from Saudi Arabia, Venezuela, Libya, and Nigeria combined; and
| ||||||
7 | WHEREAS, The proposed new standards are the result of an | ||||||
8 | agreement between automakers, auto workers, state and federal | ||||||
9 | agencies, environmental advocates, and other stakeholders; and
| ||||||
10 | WHEREAS, The proposal provides the clear certainty that | ||||||
11 | will allow auto companies to plan for a future in which they | ||||||
12 | are building the cars of the 21st century and will create the | ||||||
13 | technologies and the jobs to produce those vehicles here in | ||||||
14 | Illinois and America; and
| ||||||
15 | WHEREAS, The proposed new standards must be finalized by | ||||||
16 | the U.S. Environmental Protection Agency and the U.S. | ||||||
17 | Department of Transportation before Illinois and the nation | ||||||
18 | will realize all of the benefits of cleaner, more efficient | ||||||
19 | vehicles; therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
21 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |

1 | SENATE CONCURRING HEREIN, that we support President Obama's | ||||||
2 | proposal to significantly increase the efficiency and reduce | ||||||
3 | the emissions of the nation's vehicle fleet; and be it further
| ||||||
4 | RESOLVED, That we urge the Governor to represent the State | ||||||
5 | of Illinois as a supporter of the proposed new standards as | ||||||
6 | appropriate; and be it further | ||||||
7 | RESOLVED, That suitable copies of this resolution be | ||||||
8 | presented to President Barack Obama, the Governor, the | ||||||
9 | Administrator of the U.S. Environmental Protection Agency, and | ||||||
10 | the Secretary of the U.S. Department of Transportation.
