SYNOPSIS AS INTRODUCED:
 
ILCON Art. VII, Sec. 3

    Proposes to amend the Local Government Article of the Illinois Constitution. Provides that if the number of members of a county board exceeds 17, then the number of members may be reduced to 17 upon approval at a county-wide referendum initiated by petition of the county's voters as provided by law. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5 SENATE CONCURRING HEREIN, that there shall be submitted to the
6 electors of the State for adoption or rejection at the general
7 election next occurring at least 6 months after the adoption of
8 this resolution a proposition to amend Article VII of the
9 Illinois Constitution by changing Section 3 as follows:

13 SECTION 3. COUNTY BOARDS
14     (a) A county board shall be elected in each county. The
15 number of members of the county board shall be fixed by
16 ordinance in each county within limitations provided by law;
17 provided that if the number of a county's board members exceeds
18 17, then that county's number of members may be reduced to 17
19 upon approval at a county-wide referendum initiated by petition
20 of the county's voters as provided by law.
21     (b) The General Assembly by law shall provide methods
22 available to all counties for the election of county board
23 members. No county, other than Cook County, may change its

1 method of electing board members except as approved by
2 county-wide referendum.
3     (c) Members of the Cook County Board shall be elected from
4 two districts, Chicago and that part of Cook County outside
5 Chicago, unless (1) a different method of election is approved
6 by a majority of votes cast in each of the two districts in a
7 county-wide referendum or (2) the Cook County Board by
8 ordinance divides the county into single member districts from
9 which members of the County Board resident in each district are
10 elected. If a different method of election is adopted pursuant
11 to option (1) the method of election may thereafter be altered
12 only pursuant to option (2) or by county-wide referendum. A
13 different method of election may be adopted pursuant to option
14 (2) only once and the method of election may thereafter be
15 altered only by county-wide referendum.

SCHEDULE
18     This Constitutional Amendment takes effect upon being
19 declared adopted in accordance with Section 7 of the Illinois
20 Constitutional Amendment Act.
