HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Catherine J.
4 Melchert on the occasion of her retirement as Village President
5 of the Village of Bartlett; and
 
6     WHEREAS, Catherine Melchert earned a degree from Dominican
7 University and performed some graduate work at Loyola
8 University in Chicago; and
 
9     WHEREAS, Catherine Melchert has had a long and
10 distinguished career with the Village of Bartlett; in 1982, she
11 was appointed to serve as a village trustee; she was later
12 elected to a two year term in 1983; she served as a trustee
13 until 1993, when she was elected Village President of Bartlett;
14 she served as Village President until her retirement in 2009;
15 and
 
16     WHEREAS, During her tenure as Village President, Catherine
17 Melchert has led the Village of Bartlett through numerous
18 public initiatives; she was the leader of an 18-year battle
19 against the balefill, a battle that ended up in the Supreme
20 Court and secured the land targeted for a garbage dump to be
21 used for open space; she has set high standards for
22 organizational professionalism, with Bartlett's police

1 department achieving CALEA accreditation in 2000; she fostered
2 the growth of cultural arts in the community and the creation
3 of a local arts organization; she insured that the village's
4 service levels and planning practices kept pace with the
5 dramatic growth in population and housing that the village
6 experienced during her tenure; in addition, her commitment to
7 holding high development standards led to the development of
8 great industrial growth in the village, seen in the 670-acre
9 Brewster Creek Business Park, the Bluff City Industrial Park,
10 and the Blue Heron Business Park; and
 
11     WHEREAS, In her capacity as Village President, Catherine
12 Melchert is a member of the Northwest Municipal Conference, the
13 DuPage Mayors and Managers Conference, the Metropolitan Mayors
14 Caucus, and the U.S. Conference of Mayors; as a member of the
15 Metropolitan Mayors Caucus, she serves on the Education Funding
16 Task Force; she is a member of the Criminal Justice Committee
17 and the Cultural Arts Committee of the U.S. Conference of
18 Mayors; she also serves on the Board of the Illinois Municipal
19 League; and
 
20     WHEREAS, Catherine Melchert has been a resident of Bartlett
21 since 1970; she has lived in Bartlett with her husband, Philip,
22 for 35 years, where they raised two daughters; and
 
23     WHEREAS, Catherine Melchert has served as a model of hard

1 work, integrity, and dedication for the people of Village of
2 Bartlett and the State of Illinois; therefore, be it
 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5 congratulate Catherine J. Melchert on the occasion of her
6 retirement and wish her many happy and healthy retirement
7 years; and be it further
 
8     RESOLVED, That a suitable copy of this resolution be
9 presented to Catherine Melchert as a symbol of our esteem and
10 respect.
