| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to congratulate Dr. Frank G. Pogue |
4 |
| on the occasion of his finished tenure as Interim President of |
5 |
| Chicago State University; and
|
6 |
| WHEREAS, Dr. Frank Pogue was educated as a sociologist, |
7 |
| having earned his bachelor's degree from Alabama State |
8 |
| University, his master's degree from Atlanta University, and |
9 |
| his Ph.D. from the University of Pittsburgh; and
|
10 |
| WHEREAS, Dr. Frank Pogue has had a long and distinguished |
11 |
| career in education; he served as a vice chancellor for student |
12 |
| affairs and special programs at the State University of New |
13 |
| York (SUNY) System Administration in Albany for ten years; |
14 |
| during his tenure as vice chancellor, he served for a year as |
15 |
| interim president at the SUNY College at Cobleskill; and
|
16 |
| WHEREAS, On July 1, 1996, Dr. Frank Pogue was appointed to |
17 |
| serve as president of Edinboro University of Pennsylvania, |
18 |
| becoming the first African-American to lead a traditionally |
19 |
| white college or university in the Commonwealth of |
20 |
| Pennsylvania; his years of service at Edinboro were marked by |
21 |
| unprecedented growth and advancement in academic programs, |
22 |
| graduate enrollment, campus facilities, and fundraising, as |
|

| well as the expansion of the school's academic programs; he was |
2 |
| also instrumental in the growth of the college's online |
3 |
| programs, which contributed to significant growth in graduate |
4 |
| enrollment; under his leadership, new accreditation was |
5 |
| achieved in the areas of education, business, and social work, |
6 |
| with additional accreditation efforts underway in art, |
7 |
| theatre, and journalism; the university was also re-accredited |
8 |
| with commendation for 10 years by the Middle States Association |
9 |
| of Colleges and Schools in 2003; and
|
10 |
| WHEREAS, After 11 years at Edinboro, Dr. Frank Pogue |
11 |
| retired and briefly enjoyed family life in Delaware; on July |
12 |
| 15, 2008, he became the Interim President of Chicago State |
13 |
| University; during his service as Interim President, he devoted |
14 |
| his efforts to create a student-centered CSU family built on |
15 |
| the ideals of civility; in order to help guide the University |
16 |
| through a transition year and to prepare the University for the |
17 |
| next administration, he directed the creation of the 2009-2010 |
18 |
| 21st Century Strategic Planning Document, an in-depth, |
19 |
| comprehensive planning tool to serve as a roadmap for the |
20 |
| future of the university; he established Founders Day to |
21 |
| remember and recognize the University's beginnings; he helped |
22 |
| boost the school's morale through the CSU Family Pin and a CSU |
23 |
| Employee Recognition Day; he also created a Community Outreach |
24 |
| Committee to forge a connection between CSU and the region's |
25 |
| many churches and civic and social organizations; and
|

| WHEREAS, Dr. Frank Pogue is a participant in several |

| national, regional, and State-wide leadership groups, |
3 |
| including the American Council on Education's (ACE) Commission |
4 |
| on Women in Higher Education, the American Association of State |
5 |
| Colleges and Universities (AASCU) Millennium Leadership |
6 |
| Initiative, the advisory council of affiliated institutions |
7 |
| for the Middle States Association of Colleges and Schools |
8 |
| (MSA), the Board of Directors on Pennsylvania Campus Compact, |
9 |
| the Pennsylvania State System of Higher Education (PASSHE) |
10 |
| Commission for the Universities, the Executive Board of a |
11 |
| Community of Agile Partners in Education (CAPE), and numerous |
12 |
| higher education advisory panels for Pennsylvania governors |
13 |
| Tom Ridge and Edward G. Rendell; and |
14 |
| WHEREAS, In Pennsylvania, Dr. Frank Pogue served on the |
15 |
| Boards of Directors for the Meadville Area Industrial |
16 |
| Commission, the Erie Regional Chamber and Growth Partnership, |
17 |
| and the Erie Philharmonic Orchestra; he also served on the |
18 |
| corporate boards for the Hamot Health Foundation, the Saint |
19 |
| Vincent Health Center, and the Meadville Medical Center; his |
20 |
| leadership benefited many regional fundraising initiatives, |
21 |
| including the Erie County State Employees Combined Appeal |
22 |
| campaign, the Erie Day School's Adopt-A-Scholar scholarship |
23 |
| drive, the Annual Campaign of the Greater Erie County Chapter |
24 |
| of the American Red Cross, and the 2007 United Arts Fund Drive; |

| WHEREAS, Dr. Frank Pogue has been the recipient of numerous |
3 |
| awards and accolades; in 2007, he was honored by Governor and |
4 |
| Mrs. Ed Rendell for his dedication and service to the |
5 |
| Commonwealth of Pennsylvania; he was honored by PASSHE with a |
6 |
| resolution citing his contributions, as well as the Cornerstone |
7 |
| of Excellence Award; he was the recipient of the Patrick Locco |
8 |
| Memorial Leadership Award from Leadership Erie; he received an |
9 |
| honorary Doctor of Humane Letters degree in Public Service and |
10 |
| President Emeritus status from Edinboro University's Council |
11 |
| of Trustees during the 2007 Spring Commencement; the Council of |
12 |
| Trustees also named the Frank G. Pogue Student Center in his |
13 |
| honor; in addition, the SUNY at Albany Council of Trustees |
14 |
| presented him the Distinguished Service Award for Leadership |
15 |
| and Vision in 1999; and
|
16 |
| WHEREAS, Dr. Frank Pogue resides in New Castle, Delaware |
17 |
| with his wife, Dorothy; and |
18 |
| WHEREAS, Dr. Frank Pogue serves as a model of hard work, |
19 |
| integrity, and dedication for the people of the State of |
20 |
| Illinois; therefore, be it
