AMENDMENT TO HOUSE RESOLUTION 578

2     AMENDMENT NO. ___. Amend House Resolution 578 by replacing
3 everything after the title with the following:
4     "WHEREAS, The State of Illinois recognizes the nationwide
5 seriousness of drug abuse and violence by our nation's and our
6 State's youth, and the urgent need to use and to expand
7 school-based prevention education programs throughout the
8 nation; and
 
9     WHEREAS, The day-to-day struggle against alcohol abuse,
10 tobacco, drugs, and violence requires a long-term national,
11 state, and local effort and commitment; and
 
12     WHEREAS, Since 1983, the Drug Abuse Resistance Education
13 (D.A.R.E.) Program has taught millions of young people how to
14 recognize and to resist the pressure to be involved in drugs,
15 gangs, and violent activities; and

1     WHEREAS, The D.A.R.E. Program underscores a nationwide
2 commitment and dedication to help our nation's youth to "just
3 say no" to drugs and to violence; and
 
4     WHEREAS, By promoting positive youth development, D.A.R.E.
5 Programs across our nation are helping children and young
6 people make the right choices and build lives of purpose; and
 
7     WHEREAS, The D.A.R.E. Program allows law enforcement
8 personnel to enter our nation's classrooms to answer difficult
9 questions about drugs, violence and crime, teaches students how
10 to avoid temptation, and encourages open communication between
11 young people and local law enforcement officers; and
 
12     WHEREAS, The D.A.R.E. Program strengthens our local
13 communities and provides our children and young people with a
14 strong foundation and model for success; and
 
15     WHEREAS, D.A.R.E. Instructors, along with parents,
16 teachers, health care professionals, and all other interested
17 parties who help our nation's youth grow into responsible,
18 successful adults, are strengthening our country and
19 contributing to a future of hope for everyone; and
 
20     WHEREAS, The State of Illinois recognizes the nationwide
21 seriousness of drug abuse and violence by the youth of our

1 nation and our State, and the urgent need to use and to expand
2 school-based prevention education programs throughout the
3 nation; and
 
4     WHEREAS, Illinois' D.A.R.E. Program shows a commitment by
5 the State to never cease in its duties to fight the war on
6 drugs and violence; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9 recognize the day of October 15th, 2010 as D.A.R.E. Day in the
10 State of Illinois, and encourage all citizens to support and
11 partake in their local D.A.R.E. programs.".
