HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Pam Lowry on
4 receiving the 2009 National Child Support Association's
5 Outstanding Manager of the Year Award; and
 
6     WHEREAS, For more than 20 years, Pam Lowry has been
7 dedicated to improving the lives of Illinois children and
8 families; she completed a bachelor's degree in management from
9 the University of Illinois at Springfield and is currently
10 working toward a master's degree in political studies; and
 
11     WHEREAS, Pam Lowry works within the Department of
12 Healthcare and Family Services (HFS) as the head of the
13 Division of Child Support Enforcement (DCSE); under her
14 leadership, the once failing DCSE has transformed itself into a
15 success; for five consecutive years, it has seen record
16 collections in Illinois; and
 
17     WHEREAS, Illinois DCSE was formerly considered among the
18 worst in the nation, and its dramatic turnaround has received
19 widespread recognition; in 2005, the extraordinary efforts of
20 Pam Lowry and the DCSE were honored by the Federal Office of
21 Child Support Enforcement Administration for Children and
22 Families Commissioners' Teamwork Award for Exemplary Business

1 Re-engineering; in 2006, the National Child Support
2 Enforcement Association presented Illinois with the Most
3 Improved Program Award; further, the Illinois DCSE was awarded
4 the Federal Office of Child Support Enforcement Administration
5 for Children and Families Commissioners' Award for High
6 Performance; and
 
7     WHEREAS, Pam Lowry's tireless efforts have benefited
8 children and families throughout the State of Illinois; the
9 implementation of initiatives and programs pioneered by Pam
10 Lowry have seen tremendous success; therefore, be it
 
11     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13 congratulate Pam Lowry on receiving the 2009 National Child
14 Support Association's Outstanding Manager of the Year Award and
15 wish her continued success; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to Pam Lowry as a symbol of our respect and esteem.
