HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Sarah
4Jane Clarke of Olive Branch, who passed away on June 28, 2010;
5and
 
6    WHEREAS, She was born December 23, 1931, in Mounds, the
7daughter of the late John R. and Mary Agnes Travers; she was
8married to Peter J. Clarke and was a member of St. Patricks
9Catholic Church in Cairo; and
 
10    WHEREAS, She was director of the Shawnee Development
11Council before her retirement; during a long and distinguished
12career she was also a charter board member for Illinois
13Ventures for Community Action, that has expanded into a
14multi-million dollar lending arm for businesses; she served on
15the Illinois Community Action Association board; she was a
16member of the National Leadership Commission through the
17Department of Labor; she was Region 5 representative to the
18National Association of Counties (NACO); and she was Charter
19President for the Illinois Employment and Training
20Association; and
 
21    WHEREAS, In addition, she was a member of the National
22Association of Community Action Agencies; a Charter Members and

1Past Chairman of the Illinois CETA Director's Association; an
2original member of the SIDEZ board; a member of the original
3Manpower board in 1969; and a member of the IMTI (Illinois
4Management Institute); and
 
5    WHEREAS, Her other activities on the local level included
6serving as past president of the Cairo Junior Woman's Club,
7past director of the Cairo Chamber of Commerce, past director
8of the Cairo Historical Association, past president of Xi Beta
9Beta Chapter of Beta Sigma Phi, past chairman of the Alexander
10County Democratic Women's Organization, captain for the
11Mother's March on Polio and Child Defects, chairman of the
12Korean War Memorial Fund, chairman of the Alexander Cerebral
13Palsy Drive, secretary and organizational chairman for the Red
14Cross Drive, serving as a leader in Brownie and Girl Scouting
15for seven years, chairman of the Alexander County Crippled
16Children Drive, and as a member of the President's White House
17Conference on Youth; and
 
18    WHEREAS, Mrs. Clarke was also well known for writing and
19obtaining grants which provided the original funding for the
20nutrition program, the Daystar nursing home, and the Southern
21Five Regional Planning Commission; and she was the recipient of
22the Harry Ring Outstanding Service Award; and
 
23    WHEREAS, In addition to her parents, Mrs. Clarke was

1preceded in death by her son, Peter J. Clarke, Jr.; and
 
2    WHEREAS, Sarah Jane Clarke is survived by her husband,
3Peter J. Clarke; her three daughters, Mary Candace (Richard)
4Keates, Linda K. (Willis) Jackson, and Sally Ann Harrington;
5her two sons, John A. "Andy" Clarke and Judge Mark H. (Susan)
6Clarke; her brother, Charles Travers; her ten grandchildren;
7her four great-grandchildren; and several nieces, nephews,
8other relatives, and many friends; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11mourn, along with her family and friends, the passing of Sarah
12Jane Clarke; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Sarah Jane Clarke as a symbol of our
15sincere sympathy.
