3 | with reference to page and line numbers of Senate Amendment No. | ||||||
4 | 1, on page 5, line 3, by replacing " or " with " of "; and | ||||||
5 | on page 5, line 10, after " officer ", by inserting " or retired | ||||||
6 | law enforcement officer "; and | ||||||
7 | on page 5, line 18, after " officer ", by inserting " or retired | ||||||
8 | law enforcement officer "; and | ||||||
9 | on page 5, line 20, by replacing " technician trained in traffic | ||||||
10 | management and " with " fully-trained reviewing technician who | ||||||
11 | is "; and

12 | on page 5, line 22, after the period, by inserting the | ||||||
13 | following: | ||||||
14 | " As used in this paragraph, "fully-trained reviewing |

1 | technician" means a person who has received at least 40 hours | ||||||
2 | of supervised training in subjects which shall include image | ||||||
3 | inspection and interpretation, the elements necessary to prove | ||||||
4 | a violation, license plate identification, and traffic safety | ||||||
5 | and management. "; and | ||||||
6 | on page 5, by replacing line 26 with the following: | ||||||
7 | " and persons shall be given at least 25 days following an | ||||||
8 | administrative hearing to pay any civil penalty imposed by a | ||||||
9 | finding that Section 11-208.6 or 11-1201.1 or a similar local | ||||||
10 | ordinance has been violated. "; and | ||||||
11 | on page 6, by replacing 1 through 6 with "The original or a | ||||||
12 | facsimile of the violation"; and | ||||||
13 | on page 18, line 10, after " pedestrians ", by inserting " or | ||||||
14 | bicyclists "; and | ||||||
15 | on page 23, by inserting below line 7 the following: | ||||||
16 | " (k-7) A municipality or county operating an automated | ||||||
17 | traffic law enforcement system shall conduct a statistical | ||||||
18 | analysis to assess the safety impact of each automated traffic | ||||||
19 | law enforcement system at an intersection following | ||||||
20 | installation of the system. The statistical analysis shall be | ||||||
21 | based upon the best available crash, traffic, and other data, | ||||||
22 | and shall cover a period of time before and after installation |

1 | of the system sufficient to provide a statistically valid | ||||||
2 | comparison of safety impact. The statistical analysis shall be | ||||||
3 | consistent with professional judgment and acceptable industry | ||||||
4 | practice. The statistical analysis also shall be consistent | ||||||
5 | with the data required for valid comparisons of before and | ||||||
6 | after conditions and shall be conducted within a reasonable | ||||||
7 | period following the installation of the automated traffic law | ||||||
8 | enforcement system. The statistical analysis required by this | ||||||
9 | subsection (k-7) shall be made available to the public and | ||||||
10 | shall be published on the website of the municipality or | ||||||
11 | county. ".
