SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-684 new

    Amends the Illinois Vehicle Code. Provides for the issuance of Firefighters' license plates to a firefighter employed by a municipal fire department or fire protection district or a volunteer firefighter. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $27 at original issuance and $17 at renewal. Provides that $12 of the additional original issuance fee and $15 the renewal fee shall be deposited into the Illinois Fire Fighters' Memorial Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Illinois Fire Fighters' Memorial Fund will be used for the same purposes provided for by Illinois Fire Fighters' Memorial license plates, special license plates that do not require the applicant to be a firefighter.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 3-634 and adding Section 3-684 as follows:
 
6     (625 ILCS 5/3-634)
7     Sec. 3-634. Illinois Fire Fighters' Memorial License
8 Plate.
9     (a) The Secretary, upon receipt of an application made in
10 the form prescribed by the Secretary of State, may issue
11 special registration plates designated to be Illinois Fire
12 Fighters' Memorial license plates. The special plates issued
13 under this Section shall be affixed only to passenger vehicles
14 of the first division, motor vehicles of the second division
15 weighing not more than 8,000 pounds, recreational vehicles as
16 defined in Section 1-169 of this Code, and subject to the
17 staggered registration system. Plates issued under this
18 Section shall expire according to the multi-year procedure
19 established by Section 3-414.1 of this Code.
20     (b) The design and color of the plates shall be wholly
21 within the discretion of the Secretary of State. The Secretary
22 of State may, in his or her discretion, allow the plates to be
23 issued as vanity plates or personalized in accordance with

1 Section 3-405.1 of this Code. The plates are not required to
2 designate "Land of Lincoln", as prescribed in subsection (b) of
3 Section 3-412 of this Code. The Secretary of State shall
4 prescribe stickers or decals as provided under Section 3-412.
5     (c) An applicant shall be charged a $27 fee for original
6 issuance in addition to the applicable registration fee. Of
7 this additional fee, $15 shall be deposited into the Secretary
8 of State Special License Plate Fund and $12 shall be deposited
9 into the Illinois Fire Fighters' Memorial Fund. For each
10 registration renewal period, a $17 fee, in addition to the
11 appropriate registration fee, shall be charged. Of this fee, $2
12 shall be deposited into the Secretary of State Special License
13 Plate Fund and $15 shall be deposited into the Illinois Fire
14 Fighters' Memorial Fund.
15     (d) In addition to the purpose specified in Section
16 2-119(n), moneys in the Illinois Fire Fighters' Memorial Fund
17 shall, except as otherwise provided in subsection (e) and
18 subject to appropriation by the General Assembly and approval
19 by the Secretary, be used exclusively for the following
20 purposes:
21         (1) maintaining the Illinois Fire Fighters' Memorial;
22         (2) holding an annual memorial commemoration and Medal
23     of Honor ceremony and related activities; and
24         (3) providing scholarships, for graduate study,
25     undergraduate study, or both, to children and spouses of
26     fire fighters killed in the line of duty.

1     (e) No more than 10% of the annual proceeds of the Illinois
2 Fire Fighters' Memorial Fund may, subject to appropriation by
3 the General Assembly and approval by the Secretary, be used for
4 exhibits for and the maintenance of the Illinois Fire Fighter
5 Museum.

12 protection district or a volunteer firefighter, special
13 registration plates designated to be Firefighters' license
14 plates. The special plates issued under this Section shall be
15 affixed only to passenger vehicles of the first division, motor
16 vehicles of the second division weighing not more than 8,000
17 pounds, recreational vehicles as defined in Section 1-169 of
18 this Code, and subject to the staggered registration system.
19 Plates issued under this Section shall expire according to the
20 multi-year procedure established by Section 3-414.1 of this
21 Code.
