AMENDMENT TO SENATE BILL 2043

2     AMENDMENT NO. ______. Amend Senate Bill 2043 on page 1,
3 line 5, by replacing "Section 5-24" with "Sections 5-24 and
4 12-4.201"; and
 
5 on page 3, after line 9, by inserting the following:
 
6     "(305 ILCS 5/12-4.201)
7     Sec. 12-4.201. (a) Data warehouse concerning medical and
8 related services. The Department of Healthcare and Family
9 Services may purchase services and materials associated with
10 the costs of developing and implementing a data warehouse
11 comprised of management and decision making information in
12 regard to the liability associated with, and utilization of,
13 medical and related services, out of moneys available for that
14 purpose.
15     (b) The Department of Healthcare and Family Services shall
16 perform all necessary administrative functions to expand its

1 linearly-scalable data warehouse to encompass other healthcare
2 data sources at both the Department of Human Services and the
3 Department of Public Health. The Department of Healthcare and
4 Family Services shall leverage the inherent capabilities of the
5 data warehouse to accomplish this expansion with marginal
6 additional technical administration. The purpose of this
7 expansion is to allow for programmatic review and analysis
8 including the interrelatedness among the various healthcare
9 programs in order to ascertain effectiveness toward, and
10 ultimate impact on, clients. Beginning July 1, 2005, the
11 Department of Healthcare and Family Services (formerly
12 Department of Public Aid) shall supply quarterly reports to the
13 Commission on Government Forecasting and Accountability
14 detailing progress toward this mandate.
15     (c) The Department of Healthcare and Family Services shall
16 integrate into its data warehouse data collected and housed at
17 the Illinois Department of Public Health and the Illinois
18 Department of Human Services that pertains to maternal and
19 child health, including, but not limited to, the following data
20 sets:
21         (1) United States Census.
22         (2) Vital Records as they relate to births and birth
23     outcomes.
24         (3) Pregnancy Risk Assessment Monitoring System
25     (PRAMS).
26         (4) Adverse Pregnancy Outcomes Reporting System

1     (APORS).
2         (5) Behavioral Risk Factor Surveillance System
3     (BRFSS).
4         (6) Fetal Infant Mortality Review (FIMR).
5         (7) Perinatal Mortality Review Database.
6         (8) Maternal Mortality Review Database.
7         (9) Genetics/Newborn Screenings/SIDS.
8         (10) Hospital Discharge Records.
9         (11) Cornerstone (WIC, FCM, Teen Parents,
10     Immunization).
11         (12) Medicaid Claims Data.
12         (13) Illinois Project for Local Assessments of Needs
13     (IPLAN).
14         (14) I-CARE.
15         (15) Children with Special Healthcare Needs Data.
16         (16) Sexually Transmitted Infection (excluding
17     HIV/AIDS Surveillance).
18     The Departments shall cross-train personnel in the
19 operation of the data warehouse so that all 3 agencies
20 collaborate in utilizing this data warehouse to improve
21 maternal and child health outcomes, and in particular improve
22 birth outcomes, and to reduce racial health disparities in this
23 area.
