1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 changing Section 25 as follows:
 
6     (110 ILCS 305/25)
7     Sec. 25. Limitation on tuition increase. This Section
8 applies only to those students who first enroll after the
9 2003-2004 academic year. For 4 continuous academic years
10 following initial enrollment (or for undergraduate programs
11 that require more than 4 years to complete, for the normal time
12 to complete the program, as determined by the University), the
13 tuition charged an undergraduate student who is an Illinois
14 resident shall not exceed the amount that the student was
15 charged at the time he or she first enrolled in the University.
16 However, if the student changes majors during this time period,
17 the tuition charged the student shall equal the amount the
18 student would have been charged had he or she been admitted to
19 the changed major when he or she first enrolled. An
20 undergraduate student who is an Illinois resident and who has
21 for 4 continuous academic years been charged no more than the
22 tuition amount that he or she was charged at the time he or she
23 first enrolled in the University shall be charged tuition not

1 to exceed the amount the University charged students who first
2 enrolled in the University for the academic year following the
3 academic year the student first enrolled in the University for

6     Section 10. The Southern Illinois University Management
7 Act is amended by changing Section 15 as follows:

9     Sec. 15. Limitation on tuition increase. This Section
10 applies only to those students who first enroll after the
11 2003-2004 academic year. For 4 continuous academic years
12 following initial enrollment (or for undergraduate programs
13 that require more than 4 years to complete, for the normal time
14 to complete the program, as determined by the University), the
15 tuition charged an undergraduate student who is an Illinois

17 charged at the time he or she first enrolled in the University.

7     Section 15. The Chicago State University Law is amended by
8 changing Section 5-120 as follows:
 
9     (110 ILCS 660/5-120)
10     Sec. 5-120. Limitation on tuition increase. This Section
11 applies only to those students who first enroll after the
12 2003-2004 academic year. For 4 continuous academic years
13 following initial enrollment (or for undergraduate programs
14 that require more than 4 years to complete, for the normal time
15 to complete the program, as determined by the University), the
16 tuition charged an undergraduate student who is an Illinois
17 resident shall not exceed the amount that the student was
18 charged at the time he or she first enrolled in the University.

9 by changing Section 10-120 as follows:

20 to complete the program, as determined by the University), the
21 tuition charged an undergraduate student who is an Illinois
22 resident shall not exceed the amount that the student was
23 charged at the time he or she first enrolled in the University.

14 by changing Section 35-125 as follows:

16     Sec. 35-125. Limitation on tuition increase. This Section
17 applies only to those students who first enroll after the
18 2003-2004 academic year. For 4 continuous academic years
19 following initial enrollment (or for undergraduate programs
20 that require more than 4 years to complete, for the normal time
21 to complete the program, as determined by the University), the
22 tuition charged an undergraduate student who is an Illinois
23 resident shall not exceed the amount that the student was
24 charged at the time he or she first enrolled in the University.
