1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 5.777, 5.778, 5.779, 6z-76, 6z-82, and 6z-83 as
6 follows:
 
7     (30 ILCS 105/5.777 new)
8     Sec. 5.777. The Illinois Route 66 Fund.
 
9     (30 ILCS 105/5.778 new)
10     Sec. 5.778. The Habitat for Humanity Fund.
 
11     (30 ILCS 105/5.779 new)
12     Sec. 5.779. The Disabled Veterans Property Tax Relief Fund.
 
13     (30 ILCS 105/6z-76 new)
14     Sec. 6z-76. Illinois Route 66 Fund. The Illinois Route 66
15 Fund is created as a special fund in the State treasury.
16 Subject to appropriation, the Fund shall be used by the
17 Department of Commerce and Economic Opportunity to make grants
18 to not-for-profit corporations that have a statewide impact on
19 Illinois Route 66 and that maintain, improve, or repair
20 Historic Route 66 in Illinois. Grant moneys may be used for

1 tourism promotion, matching grant funds, project development
2 and implementation, grants to units of local government, and
3 rehabilitation of historic structures.
 
4     (30 ILCS 105/6z-82 new)
5     Sec. 6z-82. The Habitat for Humanity Fund; creation. The
6 Habitat for Humanity Fund is created as a special fund in the
7 State treasury. Moneys in the Fund shall be appropriated to the
8 Department of Human Services for the purpose of making grants
9 to Habitat for Humanity of Illinois, Inc., for the purpose of
10 supporting Habitat for Humanity projects in Illinois.
 
11     (30 ILCS 105/6z-83 new)
12     Sec. 6z-83. The Disabled Veterans Property Tax Relief Fund;
13 creation. The Disabled Veterans Property Tax Relief Fund is
14 created as a special fund in the State treasury. Subject to
15 appropriation, moneys in the Fund shall be used by the
16 Department of Veterans' Affairs for the purpose of providing
17 property tax relief to disabled veterans. The Department of
18 Veterans' Affairs may adopt rules to implement this Section.
 
19     Section 10. The Illinois Income Tax Act is amended by
20 adding Sections 507UU, 507VV, 507WW, and 507XX as follows:

22     Sec. 507UU. The Illinois Route 66 checkoff. For taxable

1 years ending on or after December 31, 2010, the Department
2 shall print, on its standard individual income tax form, a
3 provision indicating that, if the taxpayer wishes to contribute
4 to the Illinois Route 66 Fund, as authorized by this amendatory
5 Act of the 96th General Assembly, then he or she may do so by
6 stating the amount of the contribution (not less than $1) on
7 the return and indicating that the contribution will reduce the
8 taxpayer's refund or increase the amount of payment to
9 accompany the return. The taxpayer's failure to remit any
10 amount of the increased payment reduces the contribution
11 accordingly. This Section does not apply to any amended return.
 
12     (35 ILCS 5/507VV new)
13     Sec. 507VV. Habitat for Humanity Fund checkoff. For taxable
14 years ending on or after December 31, 2010, the Department
15 shall print on its standard individual income tax form a
16 provision indicating that if the taxpayer wishes to contribute
17 to the Habitat for Humanity Fund as authorized by this
18 amendatory Act of the 96th General Assembly, he or she may do
19 so by stating the amount of the contribution (not less than $1)
20 on the return and that the contribution will reduce the
21 taxpayer's refund or increase the amount of the payment to
22 accompany the return. Failure to remit any amount of increased
23 payment shall reduce the contribution accordingly. This
24 Section shall not apply to an amended return.

1     (35 ILCS 5/507WW new)
2     Sec. 507WW. The State parks checkoff. For taxable years
3 ending on or after December 31, 2010, the Department shall
4 print, on its standard individual income tax form, a provision
5 indicating that, if the taxpayer wishes to contribute to the
6 State Parks Fund, as authorized by this amendatory Act of the
7 96th General Assembly, then he or she may do so by stating the
8 amount of the contribution (not less than $1) on the return and
9 indicating that the contribution will reduce the taxpayer's
10 refund or increase the amount of payment to accompany the
11 return. The taxpayer's failure to remit any amount of the
12 increased payment reduces the contribution accordingly. This
13 Section does not apply to any amended return.
 
14     (35 ILCS 5/507XX new)
15     Sec. 507XX. The disabled veterans property tax relief
16 checkoff. For taxable years ending on or after December 31,
17 2010, the Department shall print, on its standard individual
18 income tax form, a provision indicating that, if the taxpayer
19 wishes to contribute to the Disabled Veterans Property Tax
20 Relief Fund, as authorized by this amendatory Act of the 96th
21 General Assembly, then he or she may do so by stating the
22 amount of the contribution (not less than $1) on the return and
23 indicating that the contribution will reduce the taxpayer's
24 refund or increase the amount of payment to accompany the

3     Section 99. Effective date. This Act takes effect upon
