AMENDMENT TO SENATE BILL 3702

2     AMENDMENT NO. ______. Amend Senate Bill 3702 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The State Finance Act is amended by adding
5 Sections 5.777, 5.778, 5.779, 6z-76, 6z-82, and 6z-83 as
6 follows:
 
7     (30 ILCS 105/5.777 new)
8     Sec. 5.777. The Illinois Route 66 Fund.
 
9     (30 ILCS 105/5.778 new)
10     Sec. 5.778. The Habitat for Humanity Fund.
 
11     (30 ILCS 105/5.779 new)
12     Sec. 5.779. The Disabled Veterans Property Tax Relief Fund.
 
13     (30 ILCS 105/6z-76 new)

1     Sec. 6z-76. Illinois Route 66 Fund. The Illinois Route 66
2 Fund is created as a special fund in the State treasury.
3 Subject to appropriation, the Fund shall be used by the
4 Department of Commerce and Economic Opportunity to make grants
5 to not-for-profit corporations that have a statewide impact on
6 Illinois Route 66 and that maintain, improve, or repair
7 Historic Route 66 in Illinois. Grant moneys may be used for
8 tourism promotion, matching grant funds, project development
9 and implementation, grants to units of local government, and
10 rehabilitation of historic structures.
 
11     (30 ILCS 105/6z-82 new)
12     Sec. 6z-82. The Habitat for Humanity Fund; creation. The
13 Habitat for Humanity Fund is created as a special fund in the
14 State treasury. Moneys in the Fund shall be appropriated to the
15 Department of Human Services for the purpose of making grants
16 to Habitat for Humanity of Illinois, Inc., for the purpose of
17 supporting Habitat for Humanity projects in Illinois.
 
18     (30 ILCS 105/6z-83 new)
19     Sec. 6z-83. The Disabled Veterans Property Tax Relief Fund;
20 creation. The Disabled Veterans Property Tax Relief Fund is
21 created as a special fund in the State treasury. Subject to
22 appropriation, moneys in the Fund shall be used by the
23 Department of Veterans' Affairs for the purpose of providing
24 property tax relief to disabled veterans. The Department of

1 Veterans' Affairs may adopt rules to implement this Section.
 
2     Section 10. The Illinois Income Tax Act is amended by
3 adding Sections 507UU, 507VV, 507WW, and 507XX as follows:
 
4     (35 ILCS 5/507UU new)
5     Sec. 507UU. The Illinois Route 66 checkoff. For taxable
6 years ending on or after December 31, 2010, the Department
7 shall print, on its standard individual income tax form, a
8 provision indicating that, if the taxpayer wishes to contribute
9 to the Illinois Route 66 Fund, as authorized by this amendatory
10 Act of the 96th General Assembly, then he or she may do so by
11 stating the amount of the contribution (not less than $1) on
12 the return and indicating that the contribution will reduce the
13 taxpayer's refund or increase the amount of payment to
14 accompany the return. The taxpayer's failure to remit any
15 amount of the increased payment reduces the contribution
16 accordingly. This Section does not apply to any amended return.
 
17     (35 ILCS 5/507VV new)
18     Sec. 507VV. Habitat for Humanity fund checkoff. For taxable
19 years ending on or after December 31, 2010, the Department
20 shall print on its standard individual income tax form a
21 provision indicating that if the taxpayer wishes to contribute
22 to the Habitat for Humanity Fund as authorized by this
23 amendatory Act of the 96th General Assembly, he or she may do

8     Sec. 507WW. The State parks checkoff. For taxable years

11 indicating that, if the taxpayer wishes to contribute to the
12 State Parks Fund, as authorized by this amendatory Act of the
13 96th General Assembly, then he or she may do so by stating the
14 amount of the contribution (not less than $1) on the return and
15 indicating that the contribution will reduce the taxpayer's
16 refund or increase the amount of payment to accompany the
17 return. The taxpayer's failure to remit any amount of the
18 increased payment reduces the contribution accordingly. This
19 Section does not apply to any amended return.
 
20     (35 ILCS 5/507XX new)
21     Sec. 507XX. The disabled veterans property tax relief
22 checkoff. For taxable years ending on or after December 31,
23 2010, the Department shall print, on its standard individual

6 refund or increase the amount of payment to accompany the
7 return. The taxpayer's failure to remit any amount of the

10     Section 99. Effective date. This Act takes effect upon
11 becoming law.".
