SENATE JOINT RESOLUTION

 
2     WHEREAS, Mobile or manufactured home parks are a very
3 viable and important part of housing communities for citizens
4 of this State; and
 
5     WHEREAS, Some mobile or manufactured home parks have closed
6 over the years in Illinois for various reasons; and
 
7     WHEREAS, Some of the residents of the parks that have
8 closed have found it difficult to find relocation assistance;
9 therefore, be it
 
10     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
11 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
12 CONCURRING HEREIN, that there is created a Mobile and
13 Manufactured Home Study Committee; the purpose of the Study
14 Committee is to study the process and procedure by which a
15 mobile or manufactured home located in a mobile or manufactured
16 home park that is closing is relocated; the Commission on
17 Government Forecasting and Accountability shall provide
18 administrative support to the Committee; and be it further
 
19     RESOLVED, That the Study Committee shall consist of the
20 following 10 members:
21         (1) the Director of the Department of Public Health or

1     his or her designee;
2         (2) the Attorney General of the State of Illinois or
3     his or her designee;
4         (3) four members of the General Assembly, with the
5     Speaker of the House, the Senate President, the House
6     Minority Leader, and the Senate Minority Leader each making
7     one appointment;
8         (4) the Chairman of the Board of a statewide
9     organization primarily representing the interests of park
10     owners having properties in downstate Illinois and mobile
11     and manufactured home retailers or his or her designee;
12         (5) the Executive Director of a statewide organization
13     primarily representing the interests of park owners having
14     properties in northern Illinois or his or her designee; and
15         (6) two representatives appointed by the executive
16     director of a statewide organization representing the
17     interests of mobile and manufactured home owners; and be it
18     further
 
19     RESOLVED, That the General Assembly members appointed by
20 the Speaker of the House and the Senate Minority Leader shall
21 serve as Co-Chairs of the Study Committee; and be it further
 
22     RESOLVED, That the Study Committee shall:
23         (1) examine the implementation and operation of
24     relocation assistance programs in other states;

1         (2) consider possible ways to fund State or local
2     relocation assistance programs, including but not limited
3     to home owner fees, park owner fees, moving company fees,
4     and government funded programs;
5         (3) examine the feasibility of creating a relocation
6     trust fund;
7         (4) formulate a set of best practices to minimize the
8     impact of park closures on park owners, home owners, and
9     local governments;
10         (5) analyze data and other information with respect to
11     relocation;
12         (6) research the availability of insurance policies
13     that cover the costs of relocation; and
14         (7) study the costs and associated legal matters
15     arising from the abandonment of a home in a park; and be it
16     further
 
17     RESOLVED, That the Study Committee shall report to the
18 General Assembly on its results and progress on or before March
19 15, 2010.
