SENATE RESOLUTION

 
2     WHEREAS, The State of Illinois has a government deficit in
3 the billions and the Illinois General Assembly and Governor do
4 not appear likely to resolve the problem until at least the
5 spring of 2010; and
 
6     WHEREAS, There are numerous retired State employees who
7 have faithfully served in State government and carefully
8 planned their retirement based on numerous personal financial
9 projections including the cost coverage of health care
10 insurance; and
 
11     WHEREAS, These retirees were promised their healthcare
12 costs would not increase, and they were not fully informed
13 about the loopholes such as higher co-payments, changes in
14 approved drugs, and new premiums; and
 
15     WHEREAS, It is unfair to unilaterally and retroactively
16 change the healthcare terms after an individual has retired;
17 and
 
18     WHEREAS, Many State retirees are being told by some medical
19 providers that due to delays in payment of medical claims by
20 the State of Illinois, all medical examinations and procedures
21 must now be paid in advance; and

1     WHEREAS, Such unexpected increases in health costs create a
2 financial hardship on retirees who are on a limited income; and
 
3     WHEREAS, Some of these retirees choose to postpone or
4 neglect medical assistance altogether because they cannot pay
5 prior to treatment; therefore, be it
 
6     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
7 ASSEMBLY OF THE STATE OF ILLINOIS, that we request the patience
8 and the understanding of these medical providers to reconsider
9 their "pay in advance" policy for State retirees who are
10 innocent victims of the State's current financial crisis.
